中新社北京4月29日电 中国外交部边海司司长邓中华28日约见了菲律宾驻华使馆临时代办蔡福烔，就菲方要求将黄岩岛领土主权归属提交国际仲裁向菲方提出严正交涉。
邓中华指出，黄岩岛是中国的固有领土，不存在提交国际仲裁的法律基础。如果一国将别国领土任意提交国际仲裁，不仅有违现代国际关系基本准则，而且会对当今国际秩序造成重大损害。中方敦促菲方切实尊重中国的领土主权，不再采取任何使事态扩大化、复杂化的行动，并坚持通过外交渠道解决分歧，恢复黄岩岛的和平安宁。

据刘为民介绍，黄岩岛海域事件发生后，中方已多次向菲方提出交涉。4月15日，中国外交部副部长傅莹紧急约见菲律宾驻华使馆临时代办，就围绕黄岩岛海域出现的紧张局势提出交涉。18日，傅莹副外长再次就此约谈菲临时代办。傅莹副外长指出，日前菲律宾军舰在黄岩岛袭扰中国渔船渔民事件引起中方高度关切，经过双方协商，局势初步得到缓和。希望菲方信守承诺，尽快撤出船只，使黄岩岛海域恢复和平安宁的状态。
