据刘为民介绍，黄岩岛海域事件发生后，中方已多次向菲方提出交涉。4月15日，中国外交部副部长傅莹紧急约见菲律宾驻华使馆临时代办，就围绕黄岩岛海域出现的紧张局势提出交涉。18日，傅莹副外长再次就此约谈菲临时代办。傅莹副外长指出，日前菲律宾军舰在黄岩岛袭扰中国渔船渔民事件引起中方高度关切，经过双方协商，局势初步得到缓和。希望菲方信守承诺，尽快撤出船只，使黄岩岛海域恢复和平安宁的状态。

中方敦促菲方尊重中方领土主权
刘为民说，菲律宾在1997年以前从未对中国政府对黄岩岛行使主权管辖和开发利用提出过任何异议，并且还多次表示黄岩岛在菲领土范围之外。1981年、1984年菲出版的地图也都将黄岩岛标绘在菲领土界限之外。《联合国海洋法公约》允许沿海国建立200海里专属经济区，但沿海国无权因此而损害其他国的固有领土主权。以《联合国海洋法公约》去改变领土主权归属的想法和做法是违反国际法、包括《联合国海洋法公约》的宗旨和原则的。
刘为民强调，中方敦促菲方尊重中方的领土主权，恪守双方达成的不采取任何可能使事态复杂化和扩大化行动的共识，不再采取使事态升级的行动，早日恢复黄岩岛海域的和平安宁状况，为维护南海和平稳定和中菲关系大局作出努力。

菲律宾想把本来是属于中菲双边的争议问题国际化、复杂化，实际上是恶人先告状。在这个问题上，菲律宾是完全输理的。因为按照国际法来讲，有一个“关键日期”标准，如果在这个关键日期之前，有关各方对这个岛礁主权不存在争议，这个岛礁的归属就在这个关键日期确定了。这就叫先占原则。
