大家好！
说起当今的官民关系，有一点很有意思。官员眼中的刁民越来越多，而老百姓眼中的昏官越来越多。要解释这个现象，不得不让人想起韩寒的一句话：“当今社会的主要矛盾是人民日益增长的智商与官员日益下降的道德之间的矛盾。”
的确，改革和开放之后，随着中国大陆与海外的接触越来越频繁，信息技术越来越发达，人民的视野越来越开阔，对经济、政治等各方面的要求也越来越高。今天不再是“文革”时期，不是林彪、四人帮用愚民政策就能糊弄的，因为有些恶势力根本就藏不住。而我们的某些官员，其素质的确叫人不敢恭维。人民对这些现象不满，本是情有可原，但在这些官员看来，这些民就是刁民，很难治。
那么，中国的民真的难治吗？我想，有比较才会有发现。在台湾，老百姓只需要把一个月收入的五分之一拿出来供子女读大学，结果老百姓嫌学费高了，要到教育部门前游行示威。可是，在中国大陆，老百姓需要把自己的大部分收入都拿出来，甚至向亲朋好友、银行借钱、贷款才能勉强供子女读完大学。然而，我们何时听说有学生家长游行示威了？人口仅次于中国，而且即将超过中国的印度，民主进程反而超过了中国。中国的老百姓也没有埋怨中国不如印度吧！伦敦奥运会有英国工人罢工，北京奥运会有中国工人罢工吗？中国的人民其实是淳朴善良的，他们要争取的只是最根本的权利：能吃一口放心饭，住得起房，上得起学，看得起病，有份比较稳定的工作。我们的官员天天喊：“我们要代表最广大人民的根本利益。”可是，人民的这些根本利益得到了保障吗？人民发几句牢骚也不行吗？这些官员有什么资格把人民叫刁民呢？
反观某些官员，他们的言行的确很不像话。这几年，不像人话的话很多都出自他们之口。从几年前的“你是替党说话，还是替老百姓说话”到去年的“带套不算强奸”，再到如今的“适度容忍腐败”，我们听了很多这样的混帐话。我不知道，这些官员还有什么不敢讲的话。
他们不仅敢胡说八道，而且敢胡作非为。去年的动车事故，有关部门首先想到的不是救人，而是埋火车头。四川双流县成立“综治服务队”，在拆迁等事务中专门负责欺压老百姓。最近爆出的麻城小学生自带课桌上学，而当地官员却戴名表，住高级办公楼。像这样的例子不胜枚举。
可是，我们普通老百姓还真的拿这些官员没有办法。很多人因为揭露了这些官员的短而被“跨省追捕”。还有的地方官员对到北京上访群众进行“劳教”，送精神病院。还有的地方出了事，官员找几个农民工顶罪。真的逃不脱了，大不了官场免职，不久又复职、升职。罪大恶极的，本该判死刑，再缓期执行，然后不断减刑，最后就金蝉脱壳了。这些官员得不到应有的惩罚，更加有恃无恐，我等只能干瞪眼。
中国的官员比人民要难治多了。我们总说：“人民是国家的主人，领导干部是人民的公仆。”可是，在中国，主人还得侍奉仆人，而这些仆人脾气还挺大。有些官员早忘了“人民公仆”的深刻内涵，把自己与人民对立起来。如果任由他们这些官员胡来，后果不堪设想。
任何一个时代，一个国家，治官比治民更难，也更重要。政府官员才是社会生活的主导，更应该对自己的言行负责。我们绝不能对官员的错误无限度容忍，而对老百姓的一举一动求全责备。试问，官员都违法乱纪，如何要求人民安分守己？官员都言行不一，怎么要求人民去诚信？那不成了“方丈有病，和尚吃药”了吗？
人民才是政府执政的根基，一旦和人民对立起来，政权也就进入倒计时了。上个世纪八九十年代的苏东巨变，还有近年的阿拉伯之春，这些都是深刻的教训。每一个政府官员都不能把人民当作刁民，而应该不断反思自身的言行。水能载舟，亦能覆舟。官员不能对老百姓正常的诉求反感，更不能将老百姓的淳朴善良当作自己不要脸的资本。
