上述人士透露,不出意外,原铁道部部长盛光祖将履任中国铁路总公司董事长一职,而总经理一职将由原铁道部副部长胡亚东担任,胡亚东此前在铁道部分管运输。而原铁道部副部长陆东福将出任铁路局局长一职。
上述消息未经中国铁路总公司证实。3月14日,中国铁路总公司已经挂牌成立,注册资金为10360亿元,盛光祖为公司法定代表人。
有参与了铁路改革论证的受访人士评述,铁路的改革只是刚刚启动,不要指望一蹴而就,决策层在铁路改革的推进中需要做出平衡,组织上对个人能有所交代,减少改革阻力,实现平稳过渡。

根据此前几所深度参与了铁路改革方案制定的研究机构的思路,铁道部政企分开后还将继续拆分,有建议中国铁路总公司横向切割为运营、投资、建设三大公司,也有机构认为纵向分拆为若干区域集团公司更能形成有效竞争的市场环境。但目前看来,进一步的分拆短期内不会启动。
前述消息人士说,舆论关注的铁路客、货运价格问题短期内不会有大变化,过去的铁路定价是由铁道部提出方案给国家发展改革委员会,而后双方几个回合的讨论后,由国家发改委报送至国务院批复,最后交由铁道部执行。
而今后一段时间内,上述定价机制不会改变,他说,只是定价的主体之一由铁道部变更为中国铁路总公司,公司虽会更多考虑经济效益,但政府会在公益性和企业的经济性之间做一个平衡。
三位受访人士也提醒,当前的部分铁路运输价格整体定价偏低,今后铁路市场化的改革会推进铁路根据成本以及市场供求关系来制定运价,政府会部分补偿。
