涉案的国企保持沉默，就说明知道自己“狐狸的尾巴”尚未露出，相关管理部门尚未发现，就完全可以高枕无忧了，哪管你们网民“瞎嚷嚷”。因为中国的传统就是“民不告，官不究”，现实中的普通百姓都讲“中庸之道”，绝不管闲事，所以就给某些人创造了一个从容笑纳贿赂，进而出卖国家和人民利益的宽松环境。不料，这几年网络发展突飞猛进，却成就了一种新现象，数以亿计的网民倒成了反贪反腐反贿赂的主力军，可以说坚持“穷追猛打”的态势，通过“人肉”“板砖”“盖楼”等方式，形成强大的社会舆论声势，才将一个个“未发现”的肮脏内幕发掘出来，从而引起公愤和高层重视，将一个个丑恶的嘴脸给亮在了光天化日之下！这些都是网民们凭着公平正直的一腔热血义务劳动来做的，有人说“中国的网民是最伟大、最可爱也最可‘恨’的网民”，信服。但是，很多案件的内幕都动辄归于“秘密”了，人家保密工作做得好，再加上“打死也不说”，即便是网民再众再有能耐，也奈何不了太多的“未发现”，而从此永远不会发现了。佩服理由，此其一。
如果内鬼外鬼勾结在一起，那就更不会轻易被发现。内鬼明明受贿了，但外鬼也是很讲义气的。外鬼不透露内幕，内鬼就不会露马脚，完全可以长期“潜伏”。有的甚至在内鬼授意下“作证”证明“清白”。如今年6月22日，CCI母公司IMI公司中国总裁正式向中海油总公司复信指出，“IMI公司的外部律师已经告知美国司法部，这些收款人并不是CNOOC(中国海油)的员工，而是CCI员工或他们的亲属及朋友。很明显，极有可能是这些CCI前员工及其同伙私吞了这笔钱” ；信中重申“并无证据证明这些钱真正到了中海油员工的手中，或者说中海油一方有人有意索贿”；相关款项则是“通过对个人银行账户汇款的形式汇到了CCI员工或其亲属、朋友的账户上”云云，与中海油后来的“未发现”呼应天衣无缝，简直是妙！（当然，这里仅是举例说明，因无凭无据，绝没有怀疑中海油的意思）。怕只怕等到最后谁都明白这出“双簧”时，内鬼们早已暗度陈仓、成了“假洋鬼子”了。佩服理由，此其二。
面对行贿受贿之“鼠患”，监管部门甘当“瞎猫”，相关法律缺失，“未发现”就再正常不过了。近来一些监管部门不作为、对此类贿赂案件视而不见确是常态；有的甚至蛇鼠一窝，官员接二连三、前赴后继“出事”，就是见了黄金绿票拉不动腿了，他们奉行的是“有权不使，过期作废”、“不贪白不贪，贪了不白贪，白贪谁不贪”等信条，利用职权大肆收受贿赂，疯狂出卖国家利益。力拓案历时7年之久、让中国蒙受7000亿元之巨的损失，有关监管部门就没有责任吗？就没有人为此负责吗？很显然，由内鬼而华丽转身为“外鬼”的胡士泰们清楚地知道，中国俨然已经成为其大发横财和兼为力拓刺探情报的乐土，而这方乐土的主人们国家经济安全意识的淡薄和经济保密制度的残缺使他们有机可乘、如鱼得水。其实，近期暴露的这些外国公司贿赂中国国企员工案不过是冰山一角，如果把其他各行各业的类似现象一起统计进去，损失之大，可能超乎想像、触目惊心。但只要钻好中国一些管理人员和法律的空子，“未发现”即可成为“不发现”！佩服理由，此其三。
为了确保长期或永远“未发现”，国外机构、跨国公司通过各种手段进行行贿和寻租：要么资助国内的专家或者行业协会搞所谓的课题研究，要么邀请一些掌握国家经济数据的官员到他们所在的机构任职或者在其举办的论坛上发表演讲，要么直接培养内鬼打入一些关键领域的内部。而国内的一些政府机关、行业协会、大型国企等单位人员受贿也为了配合长期或永远“未发现”而一唱一和，使国家蒙受巨额损失，被网友们骂成“汉奸”，恨不得千刀万剐才能出口恶气就不奇怪了。到底还有多少受贿案“未发现”？为了国家安全、人民福祉，这的确已经成了一个不得不立即提上日程的大事情。
