北京几乎无望的房价趋稳目标,或将在最后两月实现逆袭。


  10月23日,本报记者获悉,针对北京房价连涨的情况,北京拟出台“京七条”,围堵高房价。


  根据本报记者拿到的北京市住建委提供的《完善执行机制,坚定不移稳房价》文件七条规定,相关措施包括组建限购监督委员会,严打骗购行为;通过预售证审批、严查变相涨价的项目等。


  另外,北京对于房价过高,上涨过快、利润率过大的项目,将启动全额监管,重点审查地价款来源和开发成本,并加强税收征管和稽查等。


  同日,北京市住建委还发布了《关于加快中低价位自住型改善型商品住房建设的意见》,提出2013年底前完成不低于2万套自住型商品住房供地等七条政策措施。


  经本报记者多方采访了解,北京在年底前推出 “京7条”或与住建部年底考核问责背景相关。

  “京7条”称,北京正在着手组建限购监督委员会,会诊限购执行中的难点。


  王荣武介绍,限购监督委员会,将邀请人大代表、政协委员、业内专家和购房代表等参加,加强社会监督。


  与此同时,北京也将执行限购、限贷的高压执法态势,即通过相关部门联合执法检查,严禁向不符合信贷政策的借款人违规发放贷款。

  就在前一天,国家统计局发布的数据显示,北京新建商品住房以同比涨幅20.6%的幅度居全国首位。


  “照此涨幅,北京完成年初定的房价趋稳的目标几乎无望。”北京中原地产市场研究部总监张大伟介绍。


  一位消息人士亦向本报记者透露,临近年底,住建部也正在各地房价目标的实施状况进行考核,北京作为首都,更是压力山大。


  据其透露,此前,住建部曾总结了一个房价上涨过快的“黑名单”,北京、郑州、深圳等均在列。“按照住建部的要求,黑名单上的城市,要总结楼市调控教训,并采取措施保证年度房价控制目标的实现,”上述消息人士。


  针对北京连涨的房价,王荣武也向本报记者表示,市委市政府多次召开专题会议、研究部署相关工作。其中,如何完成年初确定的房价调控目标,保证居民的购房需求是一个重要议题。


  据北京住建委的测算,近几个月,北京房价环比涨幅出现回落,不过,截止到目前,北京新建商品住房涨幅还是达到了6%。


  “距离年底还有2个月的时间,”王荣武表示,北京将通过一切手段力促2013年目标的完成。


  北京市房地产协会2013年1月公布的数据显示,2012年,北京新建商品房均价为2.07万元每平方米,也就是说,北京将通过后两个月实现快速稳房价的目的。
