  原标题:北京楼市新政:力推自住型商品房,三元制供房,鼓励企业自建

  10月23日,北京住建委、北京发改委、北京财政局、北京国土局、北京市规划委发布《关于加快中低价位自住型改善性商品住房建设意见》(以下简称“意见”)


  “意见”定义,自住型商品住房是为解决广大居民自住、改善型购房需求的一类住房,套型建筑面积以90平方米以下为主,销售均价比同地段、同品质商品住房低30%左右。


  针对该类住房,“意见”对其销售对象、上市条件、供地方式进行了明确。


  北京住建委相关人士告诉本报记者,根据计划,目前已经落实到地块和项目,年底前将完成2万套供应,明年还将继续加大供应,预计完成5万套,确保该类住房占到新增商品房供应的40%-50%左右。


  “未来北京住房供给将建成三元制的模式。”北京住建委相关人士介绍,保障房占比20%,商品房占比80%,其中自住型商品房占比50%左右,也就是说保障房和自住型商品房以及商品房的比例大概为1:2:2。

  所谓的“竞建”,即和当前拿商品房地块、配建保障房的模式相当。据北京国土局的相关人士透露,预计近期就会推出此类用地。


  针对供地计划的完成,北京国土局的相关人士表示,有一定的难度,但仍会确保。


  “根据要求,自住型商品住房的地块将优先安排在交通便捷、功能完善、公共服务设施完备的区域。”北京国土局相关人士表示,目前北京正在筹备下一年度的土地供应计划,自住型商品住房的用地将单列,并向社会公布。


  据了解, 截至目前,北京已经供应6宗此类地块,分别位于昌平、朝阳、海淀、丰台、房山、通州,其中已成交3个地块,正在挂牌出让通州、房山和丰台的3个地块,年底前还将推出6-7宗集中建设的自住型商品房地块。


  除了官方供地途径之外,北京将鼓励有关单位将自有用地用于开发建设自住型商品住房,或将在途项目转化为自住型商品住房。


  “一方面可以盘活存量工矿用地;另一方面也可以解决北京的供地难题。”北京国土局相关人士向本报记者介绍,考虑到目前较为严格的用途管制体制,未来北京国土局将配合规划委严格违规改规划的情况。


  单身人士买房需年满25周岁


  考虑到刚需、改善性住房需求的支付能力,“意见”对该类住房的购买价格亦进行了控制。


  北京住建委相关人士向本报记者介绍,限定自住型商品住房的价格比同地段同品质的商品住房低30%左右,套型以90平方米以下为主,最大套型建筑面积不得超过140平方米,单价大概在1万-2.2万元/平方米之间。


  考虑到资格审核的成本、难度问题,北京住建委人士称,只要是符合限购条件,均可购买该类住房。


  除此之外,上述人士亦解释,有两类家庭可优先购买,一是本市户籍无房家庭(含夫妻双方及未成年子女),其中单身人士购买的要年满25周岁;二是已在轮候经济适用住房、限价商品住房的家庭。


  按照一个家庭只能享受一次的原则,《意见》设定相应限制条件:一是购房家庭只能购买一套自住型商品住房;二是如将该住房出售,以后不能再购买自住型商品住房,以保证此类住房真正用于解决符合条件家庭的居住问题。


  为了防止投资获利,北京住建委相关人士介绍,购买自住型商品住房的购买人,在取得房屋所有权证后,原则上5年内不得转让;购房人取得房屋所有权证5年以后转让的,如果有增值,应当将差价的30%交纳土地收益等价款。


  除此之外,据本报记者了解,北京住建委也对该类房产的购买程序进行销售的全程监管。


  北京住建委相关人士亦向本报记者透露,为了确保自住型商品房的落地,北京还将研究相关配套的政策、细则。
