有人这样形容中国近1/3个世纪的改革历程：前30年，解决了做大蛋糕和“先富”的问题；今后，在继续做大蛋糕的同时，要解决好分蛋糕和“共富”的问题。虽然是一种比喻，却耐人寻味。
当今时代，“公平焦虑”已是一种普遍性的社会心理。“知识不是力量、户籍才有分量”的慨叹，折射出教育公平的现实处境；一个具有事业编制的清洁工岗位，引来不少大学生竞折腰，折射出体制内外待遇保障的差别……毋庸赘言，从教育、医疗到住房、养老，从收入分配到社会保障，当前改革面临的问题，大多与公平正义有关。
“我们将以保障和改善民生为重点，促进社会公平正义，推动实现更高质量的就业，深化收入分配制度改革，健全社会保障体系和基本公共服务体系”，习近平总书记掷地有声的话语，既是对群众“公平焦虑”的及时回应，更为继续深化改革标注出“公平正义”的价值导向。改革是最大的红利，但如果红利难以体现到群众切身利益上，改革如何获得广泛的群众基础？发展是硬道理，但如果成果不能惠及广大群众，发展如何获得持续的内生动力？从这个意义上，“公平正义”不仅是推进改革的目标，更是改革成功的前提。
“我要用手掌那托住太阳的大海，摇曳着曙光那枝温暖漂亮的笔杆，用孩子的笔体写下：相信未来。”几十年前，诗人曾经用动人的诗句，写下这个民族对未来的憧憬。时至今日，通过几代人的努力，中国改革已经驶入一片开阔而光明的海域。让人人享有出彩的机会，让孩子成长得更好，是党和政府对人民作出的庄严承诺。而抵达这一梦想的速度，很大程度上取决于公平正义的实现程度。升学、就业、办企业、上项目、买房子……只有让人们在各项涉及自身权益的事情中，依靠规则而不依靠关系，依靠努力而不依赖背景，改革才能获得更加广泛的群众基础，政府才能赢得更多的支持。
机会的均等，有赖于规则的完善。通过社会主义法律体系建设、市场体系和诚信体系建设，中国正在努力为每个人面前铺上一条起点公平的金色跑道。然而，公平正义并非一个固定不变的概念，既需随着时代的变化不断丰富，也要根据时代的条件现实地推进。对于今天的中国社会而言，从教育公平到机会公平，从制度公平到分配公平，从权利平等到人格平等，公平正义的概念已经拓展到各种领域，成为改革进程中的“刚需”。知之者不易，行之者尤难。面对现实国情和发展阶段，那种“人人受益，无人受损”的普惠型改革越来越难以实现，改革常常面临众口难调、得此失彼的尴尬，遭遇“不是这部分人不如意，就是那部分人有意见”的两难。在这种情况下推进改革、实现公平，其难度可想而知。
“惟其艰难，才更显勇毅；惟其笃行，才弥足珍贵”，改革之路固然并非坦途，但也正是因为“无限风光在险峰”，更需改革者拿出涉险滩的勇气与担当，具备走钢丝的平衡与智慧，冲破思想观念的障碍，突破利益固化的藩篱。当今中国，无论围绕如何改革有多少分歧争议，公平正义无疑是社会最大的公约数，也是改革的最大共识。进一步推进户籍制度改革，消除身份平等的坚冰；进一步推进社会保障体系建设，取消体制内外无形的“双轨制”；进一步推进收入分配制度改革，让人人享有公平的发展机会……唯有以制度和规则为公平正义保驾护航，才能让公平正义照进现实，才能为中国梦想筑牢坚实基座。
古人云，“大道之行也，天下为公，选贤与能，讲信修睦。”公平正义，本是人类共同的美好追求；在爬坡过坎、闯关夺隘的改革攻坚期，公平正义的诉求更加强烈。用改革的勇气和担当坚守公平正义，反过来，公平正义所激发的力量，也定能推动转型中国涉过险滩、穿越激流，实现更高层次的发展。
