广东发布“幸福”报告，经济发达地区居民主观感受未必“幸福”？
羊城晚报讯 记者马汉青，通讯员粤统、粤调报道：建设幸福广东有何新进展新成效？23日，广东省统计局及国家统计局广东调查总队分别发布了“客观指标”和“主观感受”两项2012年幸福广东评价报告，按珠三角及粤东西北排序，“客观指标”惠州、阳江分别最幸福，“主观感受”惠州、梅州分别最幸福。
2011年，广东在全国率先出台了省级幸福指标体系，内容涉及就业和收入、教育和文化等10个重点民生领域，这些指标包括两大类，一是各地建设幸福广东的客观措施和效果评价，二是通过调查获得各地居民对幸福的主观评价。
广东省统计局发布的报告显示，2012年建设幸福广东指数平稳上升，大部分地市水平提升、发展速度加快，尤其是粤东西北地区，发展快于珠三角地区。从建设幸福广东综合指数看，珠三角地区从2011年的81.90上升至2012年的83.77，提升1.9个百分点；粤东西北地区从80.94上升至82.97，提升2.0个百分点。
报告显示，幸福客观指数与经济发展水平关系密切，全省有2/3地市幸福客观指数与经济发展水平高度相关。珠三角地区惠州位列第一，佛山、东莞位列第二、第三。粤东西北地区阳江、韶关、揭阳排前三位。
但从主观评价看，经济发达地区居民的幸福感不一定高，珠三角地区中，惠州、江门、东莞排前三位。粤东西北地区梅州居第一，韶关、阳江列二三位。
解读“幸福”评价指标：
住房社会服务有短板 食品药品安全拖后腿
对于2012年建设幸福广东指标体系客观指标，广东省统计局副局长朱遂文解读认为，从监测结果看，虽然幸福指数各项指标的短板逐步减少，但目前在消费和住房、社会服务、社会安全等方面还存在短板，这些指标制约整体建设幸福广东工作水平的提升。
在一级指标水平指数中，2012年珠三角地区社会服务、公用设施，粤东西北地区社会服务、教育和文化属于“短板”指标。在一级指标发展指数中，2012年，珠三角地区消费和住房(100.47)、医疗卫生和健康(101.82)、社会安全(103.70)发展速度相对偏慢，均较平均值偏低。朱遂文建议，当前要注重加快推进广东经济发展转型升级、提升经济发展质量和效益，同时调整财政支出结构，持续增加民生方面的投入。
对于2012年广东群众幸福感测评调查，国家统计局广东调查总队副总队长赵建华分析认为，食品药品安全及社会分配公平性等问题仍是建设幸福广东的薄弱环节。
本次调查收集了群众认为目前“最幸福”与“最痛苦”两个方面的主观意见。其中，“最痛苦”的一是看病难、看病贵等依然没有得到有效解决；二是收入增长缓慢，无法抵消生活必需品的价格上涨；三是房价高企，房贷挤压生活质量；四是生活环境还有待改善，尤其是交通堵塞、环境污染以及食品安全问题亟待解决。
赵建华表示，虽然食品药品安全和社会分配现状的满意度与2011年相比有较大幅度的提高，但与其他指标的满意度相比仍有相当大的差距，需各级政府部门集中力量加以解决。
