2011年，《国有土地上房屋征收与补偿条例》出台，此后江苏南京、镇江、盐城等地相继出台了管理办法，但一直缺乏更有力的地方性立法来进一步规范。江苏新出台的这份条例草案更好地确定被征收人的权利。比如，新条例草案规定，房屋征收范围内人员都可以申请查询他人分户补偿情况，只要你提供房屋权属证明和本人身份证明即可。如何选择评估机构，草案也规定由被征收人协商来决定。
对逼迁行为，草案规定，采取暴力、威胁或者违反规定中断供水、供热、供气、供电和道路通行等非法方式，迫使被征收人搬迁，造成损失的，依法承担赔偿责任，相关责任人构成犯罪的，依法追究刑事责任。
