昨天“新华时评”由中国铁建天价招待费一事置评：积弊至深，不容须臾懈怠。转作风利剑高悬，为什么种种问题仍层出不穷？还有多少案件沉浸在“海平面”之下？对违规人员的查处会不会仅是“罚酒三杯”？哪些变身、换形的花样仍在肆意而行？
相比较其他一些典型案件的查处，中铁建“8.37天价招待费”事件的处理并不令人满意。专项检查的初步结果是：共计通报批评57人、党纪政纪处分8人、移送司法机关1人。中纪委统计同时显示，截至8月底全国已查处违反八项规定问题12099起，13999人受到处理。
花了八个多亿，而且确实存在发票开具不规范、报销程序不严格、会计科目使用不当等一些问题，但66个违纪违法人员的问责，实在是高举轻放，含糊其辞。至今公众都不知道被移送司法机关的那个人究竟是谁，什么职务？通报批评和党政纪处分中有没有签字权在握的单位“一把手”？说这样的处理结果带有刻意袒护、故意纵容之嫌，实不为过。
“天价招待费”确是央企普遍存在，且长期得不到有效诊治的通病。
昨日有报道称：18央企上市公司招待费超31亿，业内称谁都不禁查。那么，这样的处理又提供了怎样的“示范”呢？公众无法不忧心忡忡。
中铁建的问题只不过是冰山一角，拿一个中铁建当靶子，不能不引起后者的抵触情绪。但是在查处违反八项规定甚至腐败问题上“闹情绪”，“走过场”，只会使质疑越来越多，拷问越来越猛：这8亿元究竟花在了哪？招待了谁？是谁批准的？
我们大概都能猜得到，真正被问责的，无非是那些吃不了山珍海味，喝不到珍醪佳酿的财务办事人员，大快朵颐的官员们会把责任推得干干净净。这样的问责，不但责罚不符，而且缺乏震慑力。如果没有一把手们的自觉、自律，类似的天价吃喝、奢侈接待、超标送礼还会层出不穷。
今年5月份，当中国铁建超8亿元业务招待费的问题曝光以后，社会一片震惊，人民日报的“人民微评”也以“国有资产岂是唐僧肉？”为题发出拷问，但中国铁建公司总裁赵广发在接受经济之声采访时竟称这些纯属扯淡。中国铁建监事会主席、纪委书记齐晓飞也不认为巨额招待费存在问题。有这样的“护犊子家长”，企业出现天价招待费事件还有什么奇怪的？
中铁建“天价招待费”的处理，与当前全国轰轰烈烈的“照镜子、洗洗澡、治治病”氛围相去甚远。中纪委要求彻查此事，王岐山要求国资委纪委书记强卫东和中国铁建纪委书记齐晓飞在核查报告上签字背书报结果。但如今的处理结果，显然难以交待。
“罚酒三杯”，有自身的原因，也与“刑不上央企”的传统习惯有关。确实，央企为国家的经济建设做出了突出贡献，合法的、必要的招待费用也是允许的。但不能视奢侈浪费为合理，违法违规为小事。央企的钱是公共财产。公众对“天价招待费”深恶痛绝，就绝不能允许8亿元“雾里看花”。
但愿中铁建的“罚酒三杯”能得到纠正！这是一个无法绕过的起点。
