警方进一步侦查发现，这个网站权限设置十分严密，分为"管理员"、"版主"、"功勋元老"、"高级VIP用户"、"会员"等多个级别，通过收取会员费牟利。该网站的创办人刘某晶，是江苏徐州人，据他交代该网站的访问量每天有一百多万，分为免费会员和付费会员。
刘某晶：版块就分几个等级，如果要是想进来直接可以浏览的话，可以选择交充值卡。如果说不想交充值卡，他可以自己慢慢宣传发资源，也可以升级。
就是说，要想看网站的内容就得交钱，交了钱就能成为VIP，刘某晶说，收钱的途径很简单，但是，仅此一项他一年就能获利7万多元。
刘某晶：他可以提供联通或者移动充值卡。提供给我之后，我根据他提供的充值卡信息进行核对。核对之后有效，就给他加VIP。基本上有两种途径，一种途径就是说在移动和联通的官网上有查询充值卡余额的功能。还有一个就是说直接充到支付宝。
由于中国大陆警方对网络淫秽色情的打击力度不断加大，在境内开办此类网站几乎没有空间，于是刘某晶把服务器选在了境外。他通过QQ与服务器空间提供商杨某取得了联系。28岁的杨某是浙江台州人，据他交代：
杨某：2010年的时候只有一个。2011年的时候，他是平均每个月保持两台左右。2012年三到四台，2013年时候也有四五台吧。
杨某说，他的服务器大多数都位于美国，而刘某晶舍近求远把服务器选择设在美国，是有原因的：
杨某：其实也不麻烦，最主要是被中国的法律给逼的。
经扩线侦查，专案民警又发现犯罪嫌疑人开办的另一个百万会员级的儿童淫秽色情网站"呦吧论坛"。经对网站违法犯罪线索梳理，版主、重点发帖会员等涉案人员分布数十个国家和地区。
互联网具有隐蔽性、无国界性等特征，这也为实施跨国犯罪提供了便利条件。相对于传统犯罪，这类犯罪涉及范围更广、人员更多、手段更加隐蔽、侦破难度更大。
在世界各国，传播儿童淫秽色情图片和视频都是违法行为，依法严厉打击网络儿童淫秽色情犯罪，切实保护未成人权益，世界各国警方有着相同的共识。国际合作的触角深入虚拟世界。
今年4月17日，中国公安部和美国联邦调查局共同邀请德国、澳大利亚、新西兰等15个国家执法机构代表在北京召开案件协调会，统一展开这场联合执法行动。

王晓阳：中国警方将继续加强与世界各国的执法合作，严厉打击网络淫秽色情、诈骗、黑客攻击破坏等各种违法犯罪活动，切实维护网络安全，保护公民的合法权益。
