2012年2月，麻阳苗族自治县委员会督查室干部李熠、麻阳苗族自治县人民法院干部杨凡、麻阳苗族自治县公安局绿溪口派出所所长刘阳一起聚餐，席间说起偷拍县委书记胡佳武，三人一拍即合。他们开始谋划在胡佳武办公室安装偷拍设备，想着拍到点东西能要挟书记提拔他们。
三人说干就干，每个人出了一两千块钱，派了其中一人去湖北武汉买偷拍设备，又在当地买了台跟县委书记办公室一模一样的饮水机。2012年3月6日，他们用502胶把摄像头黏在饮水机的一个螺丝孔里，用偷配的钥匙，把装了设备的饮水机搬进胡佳武办公室，并把原来的那台偷了出来。
他们联合起来偷拍了县委书记长达半年多，去年国庆假期，三人又偷偷来到胡佳武办公室，把饮水机换了出来。随后三人开始找县委书记摊牌， 李熠给胡佳武播放了偷拍的视频，提出要把在公安的两个朋友提拔进党委班子，李熠本人要做胡佳武的生活秘书。如果胡佳武不配合，他们就把视频放上网。当晚，胡佳武向怀化市国家安全局报案，三人随即被刑拘。
3公务员均获刑1年8个月
今年7月-8月，怀化市鹤城区人民法院两次公开开庭审理。法庭上，被告人称偷拍从当年3月到10月，原本想用端午节收红包的视频要挟胡佳武，没想到后来中秋节收的红包更多。几个月里，李熠把视频中对他有用的部分剪辑了下来，到案发时，警方查出的移动硬盘中有77段跟胡佳武相关的视频。3被告人及其辩护人都认为该案没有造成严重后果，不构成犯罪。
今天上午，该案在鹤城区人民法院一审宣判。法院认为，3被告人在国家机关办公场所非法使用窃听、窃照专用器材，严重干扰国家机关的正常工作秩序，造成严重后果，已经构成非法使用窃听、窃照专用器材罪，3被告人均判处有期徒刑一年八个月。法院宣判后，3被告均表示不服，将提出上诉。
