担忧
京津冀13城市超标天数超六成

作为大气污染防治的重点区域，京津冀地区的数据让人感到担忧。
数据显示，9月，京津冀地区13个城市空气质量达标天数比例范围为13.3%至83.3%，平均达标天数比例为40.9%，平均超标天数比例为59.1%，其中，重度污染天数比例为11.6%，严重污染天数比例为1.3%。超标天数中以PM2.5和O 3为首要污染物的天数最多，分别占超标天数的67 .7%和17.5%。整个三季度，京津冀地区13个城 市 空 气 质 量 达标 天 数 平 均 仅为37.5%，平均超标天数比例为62.5%，其中重度污染天数比例为5.9%，严重污染天数比例为0.4%。超标天数中以PM 2.5和O3为首要污染物的天数最多 ，分 别 占 超 标 天 数的52.2%和38.0%。与第二季度相比，平均达标天数比例由33.8%升至37.5%，提高了3.7个百分点。

“东北雾霾情况主要是因为燃煤供暖造成的污染物增加，这也是一个信号，随着气温降低，北方地区将逐渐进入供暖季节，燃煤增加将会加重污染物排放。加上天气逐渐寒冷，大家更倾向于汽车出行，尾气排放也会增加空气负担，各个地方的雾霾将会更加严重。”环保部环境与经济政策研究中心主任夏光在会议间隙接受《经济参考报》记者采访时表示。
困局
多地频频出招收效甚微
在严峻的空气状况面前，已签订“责任状”的京津冀地区大气污染治理压力重重。
就在环保部公布最新空气质量同一天，北京正式发布实施《北京市空气重污染应急预案(试行)》。据相关负责人介绍《应急预案》按照“预警级别越高，应急措施越严格、范围越大”的原则，分级作出规定，其中四个级别预警均包括健康防护提醒措施和建议性污染减排措施，预警三级(黄色)、预警二级(橙色)、预警一级(红色)还增加了强制性污染减排措施。预警二级(橙色)较预警三级(黄色)增加“按工业企业停限产分预案要求，对有关企业分别实施停产或限产减排30%污染物的措施“全市范围在执行原有规定下禁止燃放烟花爆竹、露天烧烤”等措施。
值得关注的是，今后北京如遇空气重污染“预警一级(红色)”时，将实施机动车单双号限行，中小学、幼儿园停课，有关企业停产等措施。
“这意味着空气重污染应急已纳入北京市应急体系统一管理。”环保部一位官员对《经济参考报》记者说。他坦言，和大气污染现状相比，目前措施想要很快起到效果难度很大，一方面雾霾形成原因非常复杂，另一方面，我国传统的以煤为主的能源结构并不能很快发生改变，尽管各地都在抓紧推进煤改气，但是其进程受到能源结构制约，随着北方供暖开始，雾霾压力将会更大。
对于造成京津冀地区如此严峻的空气状况的原因，多位专家均表示相关传统重要污染源的贡献率仍然居高不下。中国环境科学学会环境法分会副会长、北京市安全生产监督管理局副局长常纪文对《经济参考报》记者说：“现在的环境问题已经到了必须整治的地步，而且要下大力气整治。”
他对记者坦言，除了机动车污染等重头污染源，实际上我们现在的相关落后产能的生产设备也对污染的贡献率较大，大气污染治理实质上是能源结构的改革，这对我们来说有很有意义，应急预案只能解决短期内的大气雾霾问题，长期来看，治理大气污染必须完善相应机制，而不仅仅是应急措施。
环境保护部科技司司长熊跃辉对《经济参考报》记者表示，以钢铁行业为例，按理说钢铁行业作为一个高污染、高能耗、高资源消耗的行业，社会责任重大。但是根据对相关钢铁企业进行的全面大排查显示，通观200多家钢铁企业，在履行社会责任的问题上，差距相当大。可以这么说，70%以上的钢铁企业无法按照标准排放污染物，即70%都存在超标排污的问题。尤其是一些钢铁企业根本就没有污染治理设施。
机遇
环保产业表现火热
环保部污染防治司副司长汪健在接受采访时表示，为了治理大气污染，必然将会首先对高耗能等传统产业“开刀”，随着过剩产能的压缩、对煤炭使用量和两高行业准入的限制，短期内可能对行业盈利产生影响，但是从另一方面看，也可以帮助这些行业化解产能过剩，促进行业健康发展。
尽管大气污染形势严峻，但是不断出台的环保新政和日趋严厉的治理措施，无疑将使整个环保产业及其相关公司迎来黄金机遇。北京国电清新环保技术股份有限公司董事长张开元表示，国务院及时出台了《大气污染防治行动计划》，以及财政部最近安排了50个亿用于京津冀周边地区的大气污染治理，这些举措表明新一届政府以人为本坚决治污的决心，而这些措施的出台势必会对相关企业的技术升级以及市场开拓带来机遇。
环保产业近期在资本市场上的表现，可用“火热”来形容。相关数据显示，近日环保板块以及环保概念股均涨幅颇大，龙头企业更是涨幅惊人：三聚环保近一个月累计涨幅22.31%，威孚高科累计涨幅11.52%，动力源累计涨幅6.3%，其余环保概念主要公司涨幅均超过3%。
多家券商也表示看好环保产业。东吴证券认为，环境保护是我国经济转型升级的内在要求，节能环保是经济转型升级的重要手段。为推动节能环保工作的落实，确保实现节能减排约束性目标，必须有节能环保产业作支撑，通过节能减排重点工程形成实实在在的节能减排能力。已经公布的节能环保“十二五”规划，明确要求到2015年节能环保产业产值要达4.5万亿元。其中《大气污染防治行动计划》拟定了投入1.7万亿元用于大气污染防治。环境保护投资力度不断加大，对从事环保相关业务的上市公司构成直接利好，相关业务公司可获得持续发展的动力，环保概念相关公司或走出持续行情。记者 杨烨 实习记者 钟源
