为力促北京房价稳定、增加供应，10月23日，北京市住房城乡建设、发展改革、规划、国土、财政等部门联合印发《关于加快中低价位自住型改善型商品住房建设的意见》，重点解决自住型改善型购房需求，支持刚需，平抑房价。
《意见》明确，北京今后将加快发展自住型商品住房。自住型商品住房用地，可采取集中建设或者配建等多种灵活方式，由房地产开发企业通过“限房价、竞地价”等出让方式公开竞得。2013年底前，全市将完成2万套自住型商品房供应，明年预计完成5万套供应，将占新增供应的50%以上。
《意见》对购房价格进行了控制，自住型商品住房主要支持中端市场，限定自住型商品住房的价格低于同时段同品质的商品住房约30%，套型建筑面积以90平方米以下为主，最大套型建筑面积不超过140平方米。
《意见》规定，符合限购政策在本市具有购房资格的家庭，均可购买。两类家庭可优先购买：一是本市户籍无房家庭(含夫妻双方及未成年子女)，其中单身人士购买要满25周岁。二是已在轮候经济适用住房、限价商品住房的家庭。同时，为防止投资获利，《意见》规定，自住型商品住房购房人取得房屋所有权证后，原则上5年内不得转让；如5年以后转让的，如果有增值，应当将差价的30%缴纳土地收益等价款。(完)
