  中新网北京10月23日电 (曾鼐)备受关注的北京市“自住型商品房”政策今日出台。根据23日发布的《关于加快中低价位自住型改善型商品住房建设的意见》,北京今后将加快发展自住型商品住房,套型建筑面积以90平方米以下为主,销售均价比同时段同品质商品住房低30%左右。


  为力促北京房价稳定、增加供应,10月23日,北京市住房城乡建设、发展改革、规划、国土、财政等部门联合印发《关于加快中低价位自住型改善型商品住房建设的意见》,重点解决自住型改善型购房需求,支持刚需,平抑房价。


  《意见》明确,北京今后将加快发展自住型商品住房。自住型商品住房用地,可采取集中建设或者配建等多种灵活方式,由房地产开发企业通过“限房价、竞地价”等出让方式公开竞得。2013年底前,全市将完成2万套自住型商品房供应,明年预计完成5万套供应,将占新增供应的50%以上。


  《意见》对购房价格进行了控制,自住型商品住房主要支持中端市场,限定自住型商品住房的价格低于同时段同品质的商品住房约30%,套型建筑面积以90平方米以下为主,最大套型建筑面积不超过140平方米。


  《意见》规定,符合限购政策在本市具有购房资格的家庭,均可购买。两类家庭可优先购买:一是本市户籍无房家庭(含夫妻双方及未成年子女),其中单身人士购买要满25周岁。二是已在轮候经济适用住房、限价商品住房的家庭。同时,为防止投资获利,《意见》规定,自住型商品住房购房人取得房屋所有权证后,原则上5年内不得转让;如5年以后转让的,如果有增值,应当将差价的30%缴纳土地收益等价款。(完)
