强拆没能和拆迁方达成协议，房屋被“依法强拆”
“老太太不见得知道朝鲜在哪儿。”李学惠放下电话插了一句：“了解情况的人都找我。”告财政部，是他的主意，在过去的几年里，李学惠帮着王秀英出过好几个引起媒体关注的主意，目的只有一个：保持公众对他们的关注度，为了12年前遇到的那场拆迁纠纷。
王秀英和李学惠原是北京天桥地区那一片的老居民。2000年10月，天桥地区被列入北京危旧房改造试点工程。他们没能和拆迁方达成协议，在法院判决后，就被“依法强拆”了。
2001年5月，宣武区国土资源和房屋管理局给王秀英送来一份“拆迁纠纷裁决书”，要求“在收到裁决书的3日内，腾空住房”，开发商———天桥投资开发公司将为她在原地提供一套两居室住房。王秀英说：“连谈都不谈，这个数我不认”，按她的设想，户口簿上有她和两个女儿、一个外孙女的名字，女儿都成家了，家里算3户人家，拆迁公司该给每家一套一居室。
王秀英把房管局和开发公司告到法院。一个多月后，法院作出判决：为保证重点建设项目的顺利进行和如期完工，要“先腾地、后处置”，并支持拆迁方给予她们一套两居室的决定。在终审判决出来的两个月之前，她们住了50多年的两间小平房就在法院的监督下被强制拆迁。
那是立秋后第三天，2001年8月10日，晴天，太阳毒辣，原宣武区的法院、公安、拆迁办公室、街道办事处来了一群工作人员，带着抓斗车聚集在王秀英家门前，法官宣布强制执行后，工作人员帮王秀英把家里的东西一件件搬上车，女儿王凤仙陪着母亲，没敢让哥哥和妹妹来现场，“怕打起来”。搬完最后一件，车才开出去几米，她们回头就看见抓斗车的铁爪往屋顶上挠去。
周转房下一场雨，王秀英的房间能连漏3天
这辆车往南开了十公里，将她们送往开发商提供的周转房———位于北京南三环分钟寺一间楼村的几排简易水泥平房。开发商给王秀英和王凤仙一人一间房，每间十几平方米大小，像开门窗的正方形盒子。据目测，屋顶和墙体就一层砖那么厚，厨房在房间外面。
刚来时，平房前的野草高过王秀英的脑袋，她在野草上搭一块布，以免看着心里慌。原来住的天桥可是热闹地方，“拉洋片的，唱小曲儿的，说相声的”，王秀英回忆，1956年，她从河北保定乡下来投奔在北京打工的丈夫，就在天桥这租了两间小平房，一住快50年，拉扯大一儿两女，从20多岁的姑娘变成老太太。从没想到70岁之后，要生活在这地方。
一起搬来的，还有天桥地区其他11户“钉子户”，李学惠和他80多岁的母亲就是其中一户。周转房的工程质量让居民们担忧，下一场雨，王秀英的房间能连漏3天。2002年5月8日开始，周转房断电了。居民们去宣武区政府、北京市政府上访后均被告知，停电是因为她们欠交电费所致。王凤仙说：停电，只是为了逼我们尽快和天桥公司达成协议。
2003年2月，这些拆迁户都收到天桥危改办发给他们的一份通知，告诉他们从2002年9月开始，天桥地区被拆迁居民已陆续回迁原地，如果逾期未达成安置方案，以现金方式给补偿，王秀英将得到13万余元，并且这笔钱已经转给了周转房所在的分钟寺物业管理办公室。
“没有这个地方！”王凤仙说，她们向中纪委信访申请帮助寻找这笔钱的去向，中纪委口头答复她们：不存在分钟寺物业管理办公室这地。到2006年，王秀英失望了：“上访没用。”至今，仍有两户拆迁户继续住在这里。一户人家的房顶和墙壁黑得见不着原来的白漆，屋主说：“下雨漏的”，这么多年没人再来找他们谈过补偿的事。
劳教12天后，北京劳教委撤回了对两个老太太的劳教决定
从2002年到2008年9月搬走前，王秀英家停了6年的电。这6年里，她们用蜡烛照明，夏天用井水降温，冬天用煤炉取暖。王凤仙数了一下，这6年里她们每天平均用掉5根蜡烛，为省钱，她学会了用烛油和灯芯做蜡烛。
熬到2008年，王秀英和李学惠的母亲决定去天安门拉横幅抗议。那时，王秀英的左眼瞎了，右眼只有0 .01的视力，得慢慢挪着走。李学惠的母亲比王秀英年长5岁，但腿上有劲，让儿女把她们送到附近，两个80岁上下的老太太就这样互相扶着往前挪。
6月头上，她们拎着铁皮桶在中南海西门外放了次鞭炮。“头一回去，手抖脚抖没敢放，隔天去才敢点上”，王秀英说，她记得那一小串手臂长的炮，放在铁皮桶里，比设想的声音要大得多，“砰、砰”两声后，紧接着一声巨响，从西门里跑出一群武警，说她们使用爆炸物。“那是花炮，”王秀英说。和前几次去天安门打横幅一样，她们在派出所待了一会儿，就被警察送回了家。
但是2008年8月中旬，两个老太太被劳教了。北京市劳动教养管理委员会发出了劳动教养决定书：说她们在2008年3月到6月间，为解决拆迁住房问题，在中南海、天安门地区打横幅、点鞭炮，严重扰乱“重点地区”的公共秩序，决定劳教一年。(南都曾作深度报道《年近八旬被劳教》)
她们的小平房外面被装上了摄像头，警察24小时守着。两个老太太年纪太大，劳教委员会又判她们所外执行。“也就是出门买菜，警察就关照不能走太远，没啥，”王秀英说。媒体一家接着一家出现在小平房的院子里，12天后，北京劳教委撤回了这个劳动教养决定。

“来了18家媒体！”李学惠说。2008年9月，王秀英和李学惠家一起搬了出来，他们以为：这么多媒体关注，房子的事该解决了。但李学惠因为上访在2009年4月被以“聚众扰乱社会秩序”逮捕，3个月后，在警方的调解下，李学惠在看守所里和开发商达成了协议。开发商在北京西五环这边的苹果园为他购买了一套两居室，为他的母亲购买了一套一居室。
“看守所里达成的协议，我怎么能认？”李学惠说，“如果这是12年之前给我们的，我们会感谢开发商，但这么久过去，我们上访，居无定所，受了那么多苦怎么算。”他被放出来的第三天，妻子就和他离了婚。
自从搬出来到现在，5年内王秀英搬了4次家，房租从1500元涨到了3000元，她们租的房子年底也快到期了，还不知道要搬到哪里去，王秀英说：“不能搬出西城区，搬走了更没人管咱们了。”
王秀英告财政部的消息，被李学惠放上网络后，连着3天，他的手机每隔几分钟就响一次，电话那头就两类人：记者和访民。“网上有1500万人知道您这事啦，都说这老太太厉害，素质高！”放下电话，李学惠冲着王秀英喊了一声。王秀英望了他一眼，微微一笑。
“我们家老太太就这样，稳。”王凤仙说：我们家都像她，遇事不着急，强拆前一天，我们家还炖排骨呢！现在，王秀英的牙都掉光了，女儿把白菜切成细丝炒软了，茄子裹上鸡蛋液煎得酥酥的，王秀英细嚼慢咽，一顿饭得吃上一个多小时。可当记者问王秀英，这么多年上访没结果，还要继续吗？王秀英的声音洪亮：不给房，就上访！
“走哪警察跟哪”，王凤仙说，有一次警察在两会期间陪她们旅游时问她：“要不要看你女儿照片，我这有，和你特别像”。“对面走来都认不得”，2001年拆迁时，王凤仙的女儿才10岁，开始决定上访后，她就没见过女儿，2005年丈夫提出离婚。王凤仙决定：这事弄完前，不认女儿。
