党的十八大把科学发展观同马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想一道，确立为党必须长期坚持的指导思想，实现了我们党指导思想的又一次与时俱进。党的十八大强调，面向未来，深入贯彻落实科学发展观，对坚持和发展中国特色社会主义具有重大现实意义和深远历史意义，必须把科学发展观贯彻到我国现代化建设全过程、体现到党的建设各方面。
为深化党的十八大精神学习宣传贯彻，根据中央要求，中央宣传部组织编写了《科学发展观学习纲要》(以下简称《纲要》)。中央认为，《纲要》比较全面、准确反映了科学发展观的基本内容，有助于更好把握科学发展观这一中国特色社会主义理论体系最新成果。中央同意将《纲要》印发全党(由中央宣传部统一印发)，作为广大党员、干部、群众学习和掌握科学发展观的重要参考。
各级党委要在组织中国特色社会主义宣传教育过程中，把《纲要》的学习纳入学习计划。通过学习，深刻把握科学发展观同马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想既一脉相承又与时俱进的内在关系，深刻领会科学发展观的重大意义、科学内涵、精神实质和实践要求，不断增强贯彻落实科学发展观的自觉性和坚定性；把思想和行动进一步统一到坚持中国特色社会主义道路、理论体系、制度上来，把智慧和力量进一步凝聚到实现党的十八大确定的各项任务上来，紧密团结在以习近平同志为总书记的党中央周围，解放思想，改革开放，凝聚力量，攻坚克难，为全面建成小康社会、实现中华民族伟大复兴的中国梦而奋斗。
