41名省部级干部、7天时间、在国家行政学院开专门的“廉政课”……10月10日至16日，中央纪委、中央组织部、国家行政学院首次举办省部级领导干部廉洁从政研修班。
专题授课人之一、国家行政学院副院长周文彰在接受法晚记者专访时表示，此次研修班给社会释放出一个信号，反腐倡廉的前进步伐正从“治标”，向着更深层次的“治本”迈进。
反腐倡廉从“治标”转向“治本”
10月16日晚，中纪委监察部网站发消息，对省部级领导干部廉洁从政研修班进行报道。
中共中央政治局常委、中央纪委书记王岐山在研修班座谈会上强调，要加强理想信念教育，使领导干部“不想腐”；强化制度建设和监督管理，使领导干部“不能腐”；坚持有腐必惩、有贪必肃，使领导干部“不敢腐”。
周文彰副院长认为，这给社会释放出一个信号，反腐倡廉正从“治标”转向更深层次的“治本”。同为此次研修班专题授课人的国家行政学院政治学教研部主任刘峰教授也表达了同样的观点，“这是中央在回应民意，表达反腐倡廉的决心”。
办省部级官员“廉政”研修班尚属首次
刘峰教授表示，国家行政学院每年都要举办很多期省部级官员专题研讨班，但这次纪检监察系统举办省部级干部以“廉洁从政”为主题的研修班还是第一次。
他认为，这与新一届的党中央，尤其是中纪委上任后加大了廉政建设的力度，有着直接的因果关系。
周文彰副院长告诉《法制晚报》记者，根据中纪委和中组部领导的要求，此类高级干部的廉洁从政研修班将成为常态，同时要求党校、行政学院其他班次，如经济结构调整、社会保障、食品安全等也要开设廉洁从政的专题讲座。
“我们将努力使廉洁从政研修班成为常设班次。参加研修班的将由主抓反腐倡廉工作的领导干部扩展到其他领导干部。”
41个学员都是省部级高官
翻开研修班学员花名册，41名省部级领导干部分别是各省(区、市)政府、新疆生产建设兵团分管行政监察工作的副省长或其他副省级领导，还有与反腐倡廉建设相关的中央和国家机关部分部委的分管负责同志。
从中央纪委监察部网站和国家行政学院网站公布的信息可以看到，参加此次研修的有内蒙古自治区政府副主席白向群、浙江省副省长朱从玖、司法部副部长张苏军和审计署副审计长、党组副书记董大胜等人。
刘峰教授表示，这些学员都是一线的指挥者，他们的体验比其他人更加真切和实在。
课程设计要考虑学员的需求
刘峰教授介绍，此次研修班的课题和科目，主要是中纪委、国家行政学院通过调研设计的。首先要满足中央及国务院中心工作需要，同时考虑参加研修班的省部级干部学员的需求，最终确定了这些科目。
授课老师一部分是中纪委从事实际工作的人，另一部分是专家和学者，都是请的不同领域且研究较深入的老师来授课的，科目也都经过了精心设计。
学员最关注“做官与做事的关系”
参加此次研修班的领导干部大多很年轻，其中有很多人拥有硕士、博士学位，有些人外语水平都特别高。
“他们不仅了解国内形势，对国外反腐倡廉和法治建设都很了解，这是给我的突出的现场感受。这些学员的行政干部级别越高，越谦虚谨慎，对老师越尊重，课上课下都很包容。”
周文彰副院长表示，授课中学员们最关注的是“做官与做事的关系”。对此，周文彰副院长告诉学员们，做官是手段，做事才是目的，不能颠倒，不能把做事当成升官的手段。
在听刘峰教授授课时，学员们更关注的问题是一个纪检干部该拥有什么样的素质。“包括湖北的一位领导在内的好几位学员都问我如何提高纪检干部的综合素质。”
办研修班有四大目的
“群众既对中央满怀期待，又对一些干部存在的一件一件的贪腐事件严重不满。”刘峰教授认为，办廉政研修班的目的共有四个。
第一个目的是从严治党。将反腐工作制度化、法制化。要通过培训提高认识、总结正反两方面的经验。
第二个目的是谋划未来。怎样把十八大精神、党的建设，尤其是廉政建设和制度建设这个最重要工程实实在在地推进，有哪些改革的具体目标和路线图。
第三是提升省部级学员的法治思维。决策前要首先考虑法治允许吗，符合政策吗，而不应像过去，主要考虑技术上的可行性。
第四是这次的研修班举办的时机正合适。现在马上要召开三中全会，反腐倡廉老百姓最关注，如果短时间内能取得成效，能赢得群众的信任，提升政府公信力。

昨天下午，《法制晚报》记者专访了国家行政学院副院长周文彰、法学教研部主任胡建淼和政治学教研部主任刘峰等几位参与此次研修班授课的老师，就此次研修班的具体情况和主题授课的内容，进行了详细解读。
■我教高官如何务实清廉
当官为民是职责不是境界
国家行政学院副院长周文彰教授
我授课的题目是《为民务实清廉——领导干部道德修养十句话》。
十句话的内容是：做官重在做事与做人；用权不谋一己之私；群众满意是用权的最高标准；真心关爱农村；切忌形式主义；抛弃官僚主义；凡事都要抓落实；要继续艰苦奋斗；要自重自警；让学习成为习惯。
这十句话把为民、务实、清廉都说到了，把反对四风也涵盖在里面了。学员听得入脑入心。
我讲到，“为民是职责不是境界，是平凡不是崇高”，就像老师的职责是教书，医生的职责是看病一样，领导干部的职责就是为民。过去总认为“为民”是一种道德境界，应将其从境界还原为职责，从崇高还原为平凡。
还有学员提出权力和责任的关系是什么？我说，做官也就是掌权和用权。掌权和用权就是为了做事，做事是履行责任的过程，也是履行责任的结果。空谈、形式主义、官僚主义之所以是为官之大忌，为人民所不齿，就是因为不认认真真做事。
随后有学员总结说：“那要做好官，就要做好人。做人不过关，做官、做事也做不好。好人不一定是好官，但好官必须是好人。”
还有学员提出，对于领导干部来说，必须具有忠诚、负责、诚信、廉洁等优秀品德，而廉洁，就要做到用权不谋一己之私。
■我教高官们如何依法行政
法治是“维护稳定”的最好方式
国家行政学院法学教研部主任胡建淼教授
我的授课题目是《增强领导干部法治思维能力》。我们国家正在从建设阶段迈向管理阶段。现代社会应当是个法治社会，与此相适应，我们的管理思维也应当向法治思维转化。
违背法治的做法和制度会生产怨气。法治是维护稳定的最好方式。领导干部在日常工作中应树立四种法治思维，即合法性思维、规则性思维、平等性思维和程序性思维。
有的地方在人大选举中，不仅强调保证领导人“高票当选”，而且还要求“全票当选”，完全与法治思维相背离。
还有个别地方，一边快速地造楼，一边又在快速地拆楼；一边在快速地出台法规，一边又在不断地修改和废止法规，这都违反了“立法讲成熟、行政讲效率、司法讲公正”的规律。
领导干部应真正消除“权大于法、领导大于法”的现象，走出“大闹大解决，小闹小解决，不闹不解决”的怪圈。
■我教高官们怎么走群众路线
群众不赞成的就要坚决拿下

我在课上讲了“两个防止”，引起学员们的极大兴趣。一是防止“命令主义”，领导太超前了就命令群众，让群众变得很被动；另一个要防止“尾巴主义”，领导落到群众后面了，观念拖后腿。领导要与群众一致。群众是分散的，领导要会概括总结，来自群众又回到群众中检验，要“来去自如”。
怎么“来去自如”呢？领导干部的能力、观点要来自群众但又要超越群众，领导干部在感情上、心理上、利益上要与群众心灵相通。再有，一个决策的好坏要看群众是否满意赞成。
现在政绩考核多是上级说了算，官员的升迁由上级决定，要让老百姓有更多权利评价发言，这才是真正的群众观。
最后是干部的选拔、任用要更加强调民意，群众不拥护的就不能提拔。
刘峰教授回忆说，参加本届研修班的这批人思维都很敏锐。一位学员问我纪检干部应该具备的素质是什么，我回答，“纪检干部必须具备三大素质：一是智，即智商；二是仁，即情商；三是勇，即敢于担当。”
一位来自湖北的领导和其他几位学员紧跟着问：“如何才能提高这三方面素质？”我这样回答，“学历没能力重要，能力没有责任重要，责任没有勇于担当重要，这三者是递进关系，但前两个素质是积淀，‘勇’要以前两者为基础。”
