反腐立法

香港执业律师刘剑仪代表建议，建立完整的反贪污制度体系，组建一个独立性和权威性强、不受干扰的反贪机构，“目前反贪污法律太散，操作上有很多问题”。
打“苍蝇”
须从制度上防范贪污
