更有知情人士反映，这项举措已经实施了两三年，今年他们乡的禁烧罚款已交，但收据还没开，让他疑惑的不仅是罚款依据，钱更是打到了建行账户，一位梁姓个人名下。
知情人士：既然是罚款，就把单位的财务账号告诉我们就行了，给一个个人的账号。这些钱去向到哪儿去了？
