黄平曾是东莞虎门交通分局局长，深得上级信任；如今他却因犯贪污、受贿、私分国有资产和强奸等罪行而身陷囹圄。是什么原因让他从一名获得“优秀党员”、“先进工作者”诸多荣誉的领导干部，沦为了阶下囚呢？黄平自己在悔过书中坦承：“任分局长后，我觉得送钱收钱是目前社会的普遍现象，也是人之常情。”
羊城晚报记者了解到，黄平在所在镇区的贪赃枉法行为早已搞得民怨沸腾，当地群众给他起了个“踏草黄”的绰号，但靠着上下打点、培植亲信和编织腐败同盟，黄平一直平安无事，直到两年前的一起强奸女下属案才让他东窗事发。
下属怀孕牵出贪腐
2011年12月份，一则爆炸性的消息在东莞传播——虎门交通分局局长黄平涉嫌强奸女下属被抓了。
有知情人告诉羊城晚报记者称，那名女下属结婚7年，一直未能怀孕，“11月初时，女下属的丈夫突然发现妻子肚子大了，去医院检查竟然已怀孕7个月。逼问之下，女下属讲出孩子是自己上司黄平的”。据称，之后，女下属的丈夫怒不可遏，找到黄平，双方由于赔偿的数额没有谈拢打了起来，黄平的头都被打破了。此后，女下属的丈夫报警，又去法院起诉，纪委、警方随后介入调查。
经东莞市纪委披露，从2010年4月至2011年4月，黄平通过暴力和言语威胁等手段，多次强奸一名女下属，并致其两度怀孕。
随着黄平的被捕，他的一系列职务犯罪也被法院逐一查明——在担任东莞市交通运输局常平分局、虎门分局局长期间，利用职务之便个人贪污38万元，伙同下属共同贪污138.7万元；利用职务之便收受贿赂215.4万元；私分虎门交通分局国有资产41万元。另外，黄平还以胁迫手段，强行与妇女发生性关系。今年2月，市第一人民法院一审以黄平犯贪污、受贿、私分国有资产和强奸罪，数罪并罚，决定执行有期徒刑18年，并处罚金2万元，没收个人财产70万元。
权力寻租晚节不保
自小在东莞莞城长大的黄平年近50岁，在交通分局局长的岗位上至少干了10年，前7年在常平，2008年年中调至虎门，在虎门担任交通分局长。
据反映，黄平刚到交通局上班时，上上下下对他的评价都很好，勤快肯干、谨小慎微、做事仔细认真是他留给领导和同事们的普遍印象，年轻人遇到他都会尊敬的叫一声“平哥”，他还多次荣膺“优秀党员”、“先进工作者”等称号。然而随着时间的推移，特别是到了常平交通分局局长的位置后，黄平发现手中的权力竟然能够给自己带来巨大的好处时，他变了，觉得捞钱、送钱、收钱是目前社会的普遍现象，也是人之常情。
黄平手中重要的权力是查处非法营运车辆。黄平通过私放查处的非法营运车辆，按照每辆车几千元到两万多元的标准收取好处费，并将这些钱纳入小金库由自己和下属私吞。在查处非法营运车辆过程中，黄平发现被查处的车辆停放必须要租停车场，为了不让这部分肥水外流，他又伙同他人开办快捷停车场，自己占股50%，停车场主要停放虎门交通分局执法查扣的违章车辆，然后由虎门分局每年支付租金给停车场。通过这种手段，黄平在短短两年时间就得到分红24万元。
尝到甜头后的黄平贪欲越来越强烈，几万元、几十万元已经填不满他贪婪的欲望，这时他发现在辖区内的某运输公司运营情况良好，就向其提出通过合作经营的方式取得其中一台车的经营权。该公司考虑到黄平是分局局长，担心不出让的话会被其利用职权特意找公司的麻烦，无奈之下只能给了他一台车的经营权。通过这种以权力获取的“合作经营”方式，黄平从2006年8月至2011年8月，五年间共计受贿204万元。
上下打点培植亲信
黄平很有心机，他从不吃“独食”。一边肆无忌惮地捞钱，还一边通过打点上上下下的关系和提拔任用亲信的手段，将单位的决策权、管理权、人事任免权、财物支配权牢牢抓在自己手里。在交通分局，从中层领导干部到基层管理人员，绝大多数是黄平一手提拔起来的，而办公室主任、会计、出纳这些掌管小金库的人员更是黄平亲信中的亲信。黄平通过定期分发小金库资金作为报酬、福利的方式，将下属和职工拉到同一条船上，形成腐败共同体和利益同盟，任凭黄平独断专行。在此后查办黄平案过程中，虎门交通分局副局长、出纳、会计、办公室主任等8人涉案，全部被立案查办。
“个别具有正义感的同志提出不同意见和看法，就被视为不支持局长工作，就会被晾在一边。”据虎门交通分局职工反映，在交通运输分局，大到工作规划、经费使用以及工作人员的录用、提拔，小到单位的日常开支，均凭黄平的一句话或一张纸条决定。
贪腐早已民怨沸腾
对于自己一步一步滑向犯罪深渊，黄平在悔过书中说：“作为一个有着20多年党龄的干部，为什么到今天晚节不保，走上了背离党和人民群众的道路呢？到任常平、虎门任交通局长，社会的不良风气逐步腐蚀了我的思想，开始觉得送钱收钱是目前社会的普遍现象，也是人之常情。”
通过黄平案，相关部门也清醒地认识到，现在思想教育的效力不具有普遍性，往往只对部分人产生效力，其余像黄平这样的人则将教育当做耳边风，依然我行我素。因此，今后在教育内容上，要用在最近查办的具有较大影响的职务犯罪案件和发生在受教育者身边发生的职务犯罪案件进行教育。
此外，还要定期组织领导干部到监狱、看守所等场所开展涉案人员和服刑人员的现身说法，通过相关人员犯罪前后环境的强烈反差，往往能够对受教育者产生强烈的震撼效果。
据了解，黄平在所在镇区的贪赃枉法行为早已搞得民怨沸腾，当地群众给他起了个“踏草黄”的绰号。这也让相关部门认识到，如果上级单位能够及时听取群众意见，早发现，早处理，黄平也不至于走到如今的地步。因此，对重点部门的领导还是要定期轮换，防止形成小团体和小帮派，导致腐败窝案。
