由于没有工作单位，考虑到以后养老的问题，赵女士夫妇俩打算自己缴纳养老保险。赵女士回忆，办手续时，人社部门要求先签一份《劳动保障事务代理合同》和一份银行扣款协议。合同显示，甲方为“(济南市)历城区劳动保障事务代理”，乙方为参保人员。扣款协议显示，10元钱每月划扣至济南市历城区劳动就业办公室。
根据协议，甲方即历城区劳动保障事务代理，提供劳动事务代理服务项目，包括代管档案、代缴自由职业人员养老金、代缴自由职业人员医疗保险金。其中有一款规定，代管档案费用为120元/年。

人社部门：物价局有文件，收费有依据
这项收费有没有相关依据？是否存在捆绑收费的嫌疑？记者咨询了济南市历城区人社局。
“每月10元的档案管理费有收费依据。”在历城区人社局办公室，一位负责人非常肯定地说，收费依据的是山东省物价局《关于企业职工档案委托管理服务收费问题的批复》鲁价涉发1996(28号)文件，有物价局核发的收费许可证。

记者查询发现，省物价局官方网站上有一份于2013年1月1日起实施的名为“山东省物价局、山东省财政厅转发国家发展改革委、财政部《关于降低部分行政事业性收费标准的通知》的通知”(鲁价费发〔2012〕158号)。其中明确规定，“我省保存人事关系及档案(含企业职工档案)收费标准调整为：单位或个人委托保管人事关系及档案每份每月10元；单位或个人委托单纯存档每份每月3元。该收费项目3年后自动取消。”
其中还规定，“省物价局《关于企业职工档案委托管理服务收费问题的批复》(鲁价涉发〔1996〕28号)同时废止。”
省物价局：代管应自愿，捆绑收费违规
省物价局和省财政局联合下发的文件是不是为收取档案管理费开了绿灯呢？
