据介绍，10月22日13时30分，晋宁县公安局对涉嫌非法拘禁和故意伤害的两名犯罪嫌疑人依法传唤。14时45分，晋城镇广济村约200名村民聚集在该村牛广公路路口堵截、扣留过往公务车辆和公务人员，先后强行扣留11人和三辆公务车。17时30分左右，市、县派出百余名警力赴现场控制事态，被村民围攻，警方保持极大的克制。事件造成27名警务人员不同程度受伤。
经大量疏导劝解工作，22日晚间27名伤者已被及时送往昆明救治。其中，三名警务人员受重伤，两人经救治生命体征基本稳定，截至23日中午另外一人尚未完全脱离生命危险。
据警方和卫生部门介绍，目前还未接到村民有受伤情况的报告，接下来，将开展入户核查、听取群众诉求、妥善解决相关问题等工作。
据了解，一度被围困在村中的民警等工作人员有20人，七人经过各方努力于22日晚间离开村子。其余13名人员于23日中午13时40分许安全离开广济村。
该事件发生后，省、市、县各方高度重视，迅速成立各方工作组进村入户开展工作。昆明市表示，针对广济村村民围绕征地拆迁的诉求，市委市政府的态度始终是明确的，充分尊重民意，维护人民群众合法权益，依法依规处置相关问题，化解矛盾。
