梅德韦杰夫在演讲的开场白上先介绍了一下自己的经历，他说自己在从事政府工作之前，曾经在圣彼得堡大学工作，“当时的生活很有意思，现在很怀念我给学生上课的日子，与学生们一起上课，一起交流的日子最为印象深刻。遗憾现在已经结束了给学生上课的光阴，但那是个美好的时代，今天的中国科大之行，让自己印象深刻。

梅德韦杰夫说，2013年，恰逢科大建校55周年，而今的科大是世界公认的著名的科技中心，取得了许多高级别成就，每年都有众多的科研成果向世界展示，科大在国际舞台上的地位不可或缺，欧美以及俄罗斯等许多国家耗费几百年的科研成果，而在创建只有55年的科大就能创造这样的奇迹。梅德韦杰夫认为，中国科大少年班培养青年英才是非常重要而创新的举措，在青年中寻找英才，这就是一个非常好的优势，并且已经为社会培养了大批优秀学者、科学家。

谈到科技交流与合作，梅德韦杰夫说，世界经济形势瞬息万变，国与国之间的交流越来越多，但世界经济转型、大国关系转变以及环境污染等世界难题给世界各国都带来了巨大挑战。国际市场的国际合作已经不断加深，而且合作已经从过去的军事政治领域的合作转化成科技合作。目前俄罗斯与中国有很多能源方面的合作，其中很多都是新技术方面的合作。
俄罗斯基础科学水平很高，目前仍在积极努力中。经济现代化、农业发展模式转为科技发展模式，开辟能源获得盈利。争取创造新型经济，集中精力做好医学、能源、核能、计算机、航天技术等五个优势领域。梅德韦杰夫说，此次到合肥访问，发现合肥市的高科技发展很好、很快，政府也重视科技发展，而且也在科学岛上看到了中俄双方合作的项目开展的非常好。

中俄双方留学生数到2020年达10万人
梅德韦杰夫认为，创新合作依赖大学，中俄双方已经联合联合培养了学士，梅德韦杰夫更鼓励大学之间直接建立合作。俄罗斯愿意长期与中国发展高校合作，10月22日已在北京与李克强总理签署了双方专业大学合作协议。梅德韦杰夫说，中国在俄罗斯的留学生目前有25000多，而俄罗斯在中国的留学生有15000多，这个数字看起来比较好，但是不够多，希望到2020年，双方留学生数提高到10万人。

梅德韦杰夫说，中俄双方的合作不断升级，他也非常支持中俄间的个人交流。虽然有人从未去过俄罗斯，但是通过网络依旧能欣赏到俄罗斯的美景。“很多人很向往俄罗斯，认为俄罗斯很大很漂亮。在这暂用大家几分钟时间，让大家看一下我最近拍的照片。”梅德韦杰夫说，实际上莫斯科人口很密集，有1200万-1500万人口，所以梅德韦杰夫开玩笑地说，为不影响市民上下班，自己都是乘坐直升飞机上下班，而不是小轿车，说着为科大学生现场展示了自己近期拍的美景以及在上下班途中航拍的图片，这其中就有俄罗斯冬天的风景以及克里姆林宫的照片。

问题一：您怎样看待中俄大学在科技领域的合作前景，以及未来的前途，请给现在中科大学生的一些宝贵意见？
梅德韦杰夫：双方之间的合作多样，大学之间的合作也可以多种多样，你们的大学已经在起作用，在理论联合研究，中科大是领跑者，你们是中国最好的科技大学。双方之间加强合作的优势很明显，科学无国界，从事科学需要很大专业技术，像托克马克就很棒。共同合作成果显著，案例很多，但是为保障深入合作，政策的保障也很重要。建议只有一条：多学习！
中国科大本身就是世界一流大学
问题二：您兼具教授与政治家双重身份，您理想中有世界影响力的大学是什么样的？您对中国科大的印象怎么样？对中科大建成一流大学有何建议？
梅德韦杰夫：不少人其实都有大学教授和政治家双重身份。中国科大本身就是世界一流大学，因为别人都在向你们学习，一切都很好，看看你们的排行榜就知道了。
中国科大有许多外聘的教授，这就很好
问题三：中俄双方在很多方便都有好的合作。您认为双方学生在哪些领域可以有更多更深的合作交流？
梅德韦杰夫：学生之间交流的舞台很广，跟很多机构都能建立联系。不论是交流还是友谊。科学在此无需多说，在座的都很清楚。合作是说明双方已经在相互理解。友谊的基础上，科学无国界，交流无国界，不同高校，不同国家的交流很重要，我知道中国科大有许多外聘的教授，这就很好。近距离交流接触很重要，俄罗斯需要，你们也需要。
鼓励科大学子耐住寂寞不要太功利化
问题四：高校科研经费利用问题，您有何建议？
梅德韦杰夫：科研经费利用问题是全世界的共性问题。近日，两国都在改革科学领域，加快科学转化为商业化，加速科技转换成果。这一方面或许中国做的比俄罗斯好，俄罗斯只是在学习。一些评估指数，使科学转化的成果容易看到，但是问题是，投资基础科学在很长时间是不能立竿见影的，有的甚至几十年都不会有经济效益，但是长远看是受益颇多的，也许有一天一个影响世界的科研成果将会因此而萌芽。所以不要对中国的科研经费方面的现状抱怨，以后会完全改变这一情况。
科大学子应更多地关注高科技领域的合作
问题五：对中俄关于石油天然气等能源战略合作的前景怎么看？双方进一步合作的焦点是什么，您怎么看中俄在此领域的合作前景？
梅德韦杰夫：近些年双方的能源领域合作不断升华，能源领域中小企业的合作也不断升级。日前的东线管道天然气的供应是好事，昨天还与中国政府签署了合作协议，俄方与中石化、中石油合作金额将高达几百亿美元，应该说能源领域的合作空间很大。
至于双方合作焦点是科技以及高科技的合作，当然，我们会继续提供油料，更期待在高科技领域的合作。今后，双方应合作生产高科技的新产品以及更具附加值、更深加工的产品。你们作为学者、研究者，应更多地关注中俄双方在高科技领域的合作。

昨天下午14:30，梅德韦杰夫面带微笑地从中科大校长侯建国手中接过中国科大名誉教授的证书。
梅德韦杰夫接受证书并表示感谢。他还开玩笑地说：“既然你们授予我名誉教授的头衔，那么我现在就给大家上课，请给我一个半小时左右的时间，因为任何一位教授都应当讲课。”
他还表示：“而如果严肃地说，我很愿意下次再讲。”
