记者：北京大学经济学院教师考核与聘任委员会做出这个决定后，作为校方的态度是什么？
蒋朗朗：夏业良是北京大学经济学院按合同期聘任的副教授，并非终身教职。此类教职员工按合同管理，据了解，2008年至今，全校合同到期不予续聘的已有25人，夏业良是其中之一。
学校尊重经济学院教师考核与聘任委员会做出的决定，尊重这些教授依据自己的判断力独立做出的选择。对合同期满的教师依据有关的制度进行续聘考核，是北京大学一项常规性的人事管理工作，也是加强教师队伍建设和保证教育质量正常、必要的工作措施。
记者：解聘夏业良的主要原因是什么？
蒋朗朗：确切地说，不是“解聘”，是“不再续聘”，即夏业良的聘用合同期满，经过经济学院教师考核与聘任委员会的考核，认为他不能胜任北京大学经济学院教师的工作，经无记名投票表决，不再续聘。
记者：请你具体介绍一下夏业良的工作业绩和聘任委员会的表决情况。聘任委员会由哪些人组成？
蒋朗朗：据了解，首先，在教学方面，2008年以来夏业良的教学评估结果是：三次全院倒数第一，一次倒数第三，一次倒数第四，最好的结果是两次倒数第六。期间，学生提出批评意见有340多条，还曾有二十多名学生联名要求改换任课老师，这在北大是少有的。其次，在科研论文方面，根据夏业良本人提供的材料，从2008年8月到2013年1月，夏业良发表CSSCI期刊论文仅1篇(与其学生共同发表)。
2012年10月26日，经济学院教师考核与聘任委员会对合同即将到期的12名教师(包括夏业良)进行续聘投票。应到委员33人，实到委员22人。对夏业良的投票结果是：11票反对续聘，10票同意续聘，1票弃权，不予续聘。该表决结果随后通知了夏业良。为了给夏业良改进的机会，经济学院报学校同意后，对夏业良的续聘作出延展一年处理的决定。
2013年10月11日，经济学院教师考核与聘任委员会召开会议对“是否维持去年的表决结果”进行了确认投票。应到委员37人(新增4名委员中，2人为新晋教授，2人为访学归国教授)，实到委员34人。投票结果是：30票反对续聘，3票同意续聘，1票弃权，维持去年表决结果，不予续聘。该结果于10月18日正式通知了夏业良本人。
经济学院教师考核与聘任委员会由经济学院全体33名正教授和4名副高级职称的院领导组成。
记者：据夏业良本人称，他2012年曾按要求回国参加续聘考核，但为何没给他到场陈述的机会？
蒋朗朗：参加续聘考核的所有教师，在考核时，如有委员提出疑问，本人必须到场说明；如无疑问，无须到场。2012年经济学院的确曾要求所有被考核者(一名教师因身体原因除外)于考核当日在会场外等候。由于现场没有委员对夏业良的申报材料提出疑问，因此，他不必到场陈述。投票表决时被考核者本人需要回避。
记者：选课学生对夏业良的主要意见是什么？网上有人说他的课程选课人数“火爆”确有此事？
蒋朗朗：据统计，学生对夏业良提出的340多条批评意见和建议中，主要批评夏业良讲课跑题，常常偏离课程内容，在与教学无关的话题上浪费大量时间。有的意见言辞还比较激烈，如“上课讲经济学，不要扯淡”、“本末倒置”，“太水了”、“讲废话超多”等。还有一些认为讲课内容太肤浅，如“我们要真正的知识”、“关于学术方面的东西讲得太少”等。
网上所说的没有听说过，不过，从经济学院了解到这样的事实：夏业良本学年报的三门课中，一门课有7人选，一门课有8人选，还有一门课因只有3人选，未达到开课的法定人数而无法开设。
归结起来说，夏业良在教学上确实存在严重问题。学生的时间都很宝贵，课时也很有限，没有哪个大学能够允许老师上课时长时间不讲授课程应有的内容，否则就是误人子弟。这样的老师显然是不称职的。在大学，教书育人是教师的第一职责，学生的意见尤为重要，从国际惯例来看，对教师的续聘考核都非常严格，学生对教师的教学评估是第一要素。
记者：北大经济学院是否对夏业良进行了帮助，采取了哪些措施？
蒋朗朗：据了解，经济学院对夏业良老师的帮助一直没有间断过。在夏业良课程评估成绩不佳、学生批评意见十分强烈的情况下，学院主要领导和分管领导曾多次与本人谈话，希望他全力以赴做好教学科研工作。此外，学院还同意夏业良专门脱产到国外进修访学，以期提高业务水平。即使在第一次未能通过续聘表决之后，学校依然给予其延展一年处理的决定，希望他能有所改善。
记者：投票是否公正，有没有受到其他因素干扰和影响？
蒋朗朗：经济学院考核与聘任委员会的表决过程坚持公开、公正、公平的原则。一是采取无记名投票方式，保证每位委员独立做出自己的判断；二是当场公开唱票，保证整个过程公开透明；三是现场宣布会议议程和表决事项，防止人为事先操纵。两次投票的委员人数都达到了应出席人数的三分之二，整个过程都有记录可查。对于一个教师的评价，其所在院系的老师和学生最有发言权。我可以郑重地、负责任地告诉大家，经济学院考核与聘任委员会不再续聘夏业良的决定没有受到教学科研之外的其他因素的干扰和影响，没有理由和根据去怀疑教授们的良知和判断力。北大兼容并包、学术自由的传统没有也不会改变。
记者：有外网外媒称，北京大学不再续聘夏业良是“政治迫害”，你怎么看？
蒋朗朗：前面几个问题其实我已经讲到了夏业良的工作情况、学生的反映、考核的过程与结果，我想这些内容应该能够说明这是北京大学一个正常的教师管理问题，与其他无关。此事被有些人解读为“因言获罪”，甚至是耸人听闻的“政治迫害”等，我可以负责任地告诉大家，这完全是没有根据的。事实胜于雄辩。对一所大学来说，如果有人工作业绩很差，只要打出“政治牌”，就具有了万般灵验的“护身符”，这才是天下奇闻，这是不是政治“绑架”？
如果放任这种情况发生，今后任何人都能以所谓“政治原因”为借口，推脱他们本该履行的责任和义务。
记者：你对此事还有什么看法？
蒋朗朗：根据上面介绍的情况，学校认为，夏业良的表现已经不能胜任北京大学教师的工作职责。学校会尊重和支持经济学院教师考核与聘任委员会做出的决定。教师的教学质量、科研水平和敬业态度，是一所学校的底线。这一原则不应受任何干扰而改变。北大是兼容并包的，倡导学术自由的传统不会丢弃。维护学术发展的自由宽松环境和要求教师认真履行岗位职责，都是非常重要的。对于此事，也希望海内外媒体秉持新闻从业者的职业精神，尊重事实，客观报道。
