简政放权降低社会组织准入“门槛”
记者：国务院机构职能转变中，社会组织管理制度改革是十项任务中的一项，有什么特殊意义？
负责人：与以往历次国务院机构改革相比，本轮改革的亮点之一就是首次提出了改革社会组织管理体制，这是建立在充分总结历次机构体制改革的经验、越来越精准地把握政府职能转变规律的基础之上提出的。
经过20多年的建设与发展，我国社会组织迅速发育成长，截至2013年6月底，全国依法登记的社会组织有50.67万个，其中社会团体27.3万个，民办非企业单位23万个，基金会3713个，从业人员超过1200万人。社会组织的整体实力不断提升，已成为政府职能转移的主要承接者、社会政策的重要执行者和社会服务的重要提供者，成为我国社会主义现代化建设不可或缺的重要力量。
国务院机构改革和职能转变，开启了现代社会组织发展的新篇章：一方面，改革社会组织登记管理体制，降低了社会组织准入“门槛”，职能转变，简政放权，为社会组织发展提供了广阔空间；另一方面，公平对待社会力量，加大政府购买服务力度，必将促进社会力量提升社会服务水平。
登记新规致社会组织登记申请量激增
记者：根据《国务院机构改革和职能转变方案》，成立行业协会商会类、科技类、公益慈善类、城乡社区服务类等四类社会组织，可直接向民政部门依法申请登记。这一登记新规目前实施情况如何？在实践中面临哪些难题？
负责人：由于登记“门槛”的降低，社会组织申请直接登记的数量明显增加。《国务院机构改革和职能转变方案》及其分工方案公布以来，民政部社会组织登记服务大厅接待咨询量激增了3倍。到9月初，民政部共受理全国性社会组织直接登记35例，数量较去年同比增长一倍。在地方，目前除个别省份外全国多数地方都已开展或试行了社会组织直接登记。
社会组织直接登记的实施，给民政部门带来了前所未有的挑战，全国社会组织登记管理队伍力量严重欠缺、信息化程度低、自身能力建设不强以及缺乏法律依据支撑等问题非常突出，亟待解决。目前，民政部正按照国务院的统一部署，配合国务院相关部门完成《社会团体登记管理条例》等相关行政法规的修订工作，完善配套措施，健全工作机制，积极推进社会组织管理制度改革。
建立综合监管体制促社会组织规范发展
记者：各地对社会组织的监管情况如何？社会组织登记“门槛”降低后，如何采取有效措施加强监管？
负责人：近年来，全国各级社会组织登记管理机关一手抓积极引导发展，一手抓严格依法监管，积极推进执法规范化建设。据统计，2012年全国共查处社会组织违法违规案件1293起。总的来说，对于社会组织的重大违法违规行为，在有关部门的配合下，民政部门做到了查处及时、处罚得当，保证了社会组织健康有序发展。
下一步，我们将建立法律监督、政府监督、社会监督、自我监督相结合的综合监管体制，建立社会组织负责人管理、资金管理、信息公开、年度检查等制度，维护社会组织良好发展秩序。
推动制定政府向社会组织转移职能的指导意见及目录
记者：当前，社会组织的发展仍面临诸多困难，在承接政府职能方面存在差距，今后将采取哪些措施扶持社会组织发展？
负责人：除了对四类社会组织实行直接登记外，我们还将继续致力于优化发展环境，加大培育扶持力度。首先，配合财政部贯彻落实好9月底公布出台的《国务院办公厅关于政府向社会力量购买服务的指导意见》，加快政府职能转移，将政府事务性管理工作、适合由社会组织提供的公共服务、社会组织通过自律能够解决的事项转移给社会组织承担，更好地发挥社会力量在公共事务管理中的作用。推动制定政府向社会组织转移职能的指导意见和转移事项目录，建立相应动态调整机制和公示制度。
其次，将符合条件的社会组织纳入政府产业扶持和社会事业发展扶持政策范围，公平对待社会力量提供医疗卫生、教育、文化、群众健身、社区服务等公共服务，平等对待民办社会事业和公办社会事业。
此外，我们将推动完善财税支持政策，扩大税收优惠范围，逐步建立统一合理的社会组织税收政策体系；推进社会组织人才队伍建设，研究制定专职工作人员职业标准，完善各项人力资源管理和社会保险政策等，解决社会组织及从业人员实际困难。我们相信，随着一项项改革政策的推行与落实，社会组织健康有序发展必将释放出更多的改革红利。
