最新发布的《北京市空气重污染应急预案》将空气重污染预警分为由轻到重的四个级别，分别用蓝、黄、橙、红四色预警。四个级别预警均包括健康防护提醒措施和建议性污染减排措施，自黄色预警起增加了强制性污染减排措施。当最高级别的红色预警发布时，即表示未来将会持续3天出现严重污染，根据预案将实施面向全社会的“停产、停工、停放、停烧、停车、停课和冲洗道路”等“六停一冲”强制性污染减排措施。这其中“停车”即机动车单双号限行最引人关注。北京市环保局副局长方力介绍了这一措施，“预警一级红色还在全市范围内按规定实施机动车单双号行驶，其中本市地方公务用车在单双号行驶的基础上，再停驶全部公务车辆的30%”
方力介绍本地机动车的污染排放占全部排放量的30%，减少机动车行驶有助于有效控制污染物排放，但同时为了不让机动车单双号限行给市民的出行带来不便，北京市交通委委员荣军介绍北京市的公共交通也会相应的增加客运量。“如果全市实行单双号的话，公交的乘客会增加200万人次左右，我们备班的车辆、增加的车次也会增加两万多的运力，地铁也会推迟半小时的运营时间。”
而重污染红色预警影响的不仅仅是人们的出行方式，北京市教委委员李奕介绍，学生停课的应急方案也在细化中。“任何情况下，孩子的身体健康都是我们最为关注的，当出现重度的红色污染预警时，我们相应的会出台停课的方案，在这个方案背后，我们还有停教不停学的资源的推送和老师的服务，我们后面还有进一步细化的方案公布。”
据悉，北京市已将空气重污染应急纳入全市应急体系统一管理，预警的发布与解除将有完善的通知系统。而对于影响范围如此之大的种种应急措施，预警的准确及提前发布尤为重要，北京市环保局副局长方力介绍大气的预报需要建立在气象预报的基础上，环保局将尽可能的提高预报的准确性。“环保局会同气象局，每一天我们都在共同合作，预测研判未来几天的气象条件，然后是本地的排放，进而预测未来几天的空气质量，我们尽可能提前24小时能够把预警发出来。”
方力指出，空气质量改善是一个长期的过程，但当前大气污染物排放总量仍超过环境容量，《应急预案》能够减缓污染短期内进一步加重。“对于北京来讲，首先我们还是扎扎实实的落实我们的清洁空气行动计划，降低北京市自身的城市排放水平，降低总的排放量。第二个就是当真正遇到不利于污染物扩散的天气条件时，我们全社会行动起来，首先关注市民健康，通过采取应急措施，减少城市的污染排放，减缓污染恶化的趋势。”
据获，北京市正在举全市之力对空气污染治理打出组合拳。而有数据显示，北京市的污染物有近四分之一来自外地输送。对此，方力介绍，京津冀及周边地区的污染治理工作也正在进行中。“我们共同在行动，一个是全国出台了大气污染防治计划，同时国家也成立了京津冀及周边地区治理大气的联合工作小组，共同统筹京津冀地区的污染治理工作。”
