政府“扎堆建楼”：是过去10年陆续建成的 已停止批建新楼堂馆所
台前县处于河南、山东交界处，三分之一左右的耕地和人口均在黄河滩区，由于自然条件相对恶劣，长期以来经济发展较为滞后。2003年，濮阳市批准台前县的新区和老县城城建调整规划，将老县城定位于商住区，新区定位于行政区。
10年来，台前县委县政府和部分局委陆续向新区搬迁。记者在台前县新区看到，这个规划面积只有6平方公里的新区，至今仍处在建设期。在新区主干道两侧，已经投用和即将完工的几幢政府综合办公楼和其它局委业务用房，在仍显冷清的台前新区显得较为引人注目。
据副县长张硕周介绍，经濮阳市委、市政府批准，台前县委县政府综合楼在2006年建成投入使用，建设面积为19700平方米，投资2000万元，资金来源于老城区原县委、县政府大院土地和房产拍卖资金和部分财政自筹，目前共入驻县委、县政府、人大、政协及工信、商务等30家单位。
据张硕周告诉记者，新区规划出台后，由于资金、土地等原因，一些单位一直没能进行搬迁，导致群众办事不便。2006年以来，台前县选择主要窗口单位集中建设、统一分配的方式，把事业单位全部迁往新区办公。
据张硕周介绍，2002年以来，台前县新区建设单位业务用房项目主要有7个，包括县政府综合楼，国库收付中心大厅、会议函授学校等项目用房；县城乡建设服务中心项目；农牧业综合服务体系中心项目；行政服务中心及基层就业和社会保障设施项目；国土资源和质量技术监督管理中心项目；以及卫生综合服务项目。这7个项目总投资在1.7亿元左右。
台前县常务副县长段显升介绍说，这些项目的立项、手续、资金来源等方面均齐全合法，因为地质环境和资金等原因，建设周期相对较长，一些项目至今没有完工。目前，台前县已经停止审批和新建一切党政机关楼堂馆所。
在综合办公楼东侧，记者见到了被称为“连体别墅”的公寓楼。这幢3层小楼共分4个单元24套，每个房间均为一室一厅，面积在40平米左右。记者在这一项目的评审报告上看到，这一项目总投资173万多元，于2005年建成。据县机关事务管理局负责人介绍，这些公寓主要供外籍和挂职干部居住，目前有4间暂时空闲。
学生“室外考试”：学校要撤并一直没更新 3所新学校正在建设中
在县政府综合楼西侧约1公里左右，便是学生“室外考试”的城关镇城镇中学。据介绍，这所乡镇中学占地约20亩左右，目前有在校生900多人，其中600人为住宿生，由于学生活动场地较小，一直未能通过市级标准化学校验收。
记者在学校看到，这所乡镇中学3层的教学楼共有18个班，每个班约为50人左右；但学生活动场地只有一个篮球场和几台乒乓球桌。同时，学生的住宿和餐厅条件较为拥挤简陋，一间20多平方米的宿舍，上下铺竟然挤了20个学生，确实有待改善。
校长郭恒然解释说，前几天学校组织学生在篮球场上考试，并不是因为没有教室，而是因为学校想推进课堂改革，摸一摸新学期教师的真实教学成绩，怕在教室内出现抄袭作弊等情况，特意趁着天气好，组织了初二、初三两个年级的210名学生，在操场上拉开课桌间距进行考试。
但是，既然政府有钱建办公大楼，为什么不改善一下校舍条件呢？台前县教育局局长张迁国介绍说，城镇中学场地狭小，而且土地是租用性质，没法展开建设；另一方面，学校北邻即将投用晋豫鲁重装铁路。按照县里的教育发展规划，到十二五末，这个学校就要被撤并，所以近几年县里没有对这所学校过多投入。
据介绍，距城镇中学东侧500米左右，投资8600万、容纳1800名学生的思源中学正在建设中，年底就可投入使用；同时，距城镇中学不到2公里的地方，还有两所学校都在建设中，即将招生。等这3所学校建成后，城镇中学将正式撤并，学生都将分流到附近这3所学校中，学生的学习和生活条件将大幅改善。
张廷国说，考虑到这些因素，为了减少不必要的浪费，县里这几年对城镇中学没有过多投入，而是集中力量建设新校。由于城镇中学教学质量在全县名列前茅，尽管校舍条件在全县公办中学中最差，仍有许多学生自愿选择前来就读。
张廷国承认，即便城镇中学正处于过渡期中，对该校学生的住宿和生活条件过于简陋的情况也确实重视不够，下一步，教育局将认真考虑实际情况，尽快和学校一起研究解决。
台前县常务副县长段显升表示，一些网民认为，作为一贫困县，台前县似乎对新区建设、对政绩追求多了些，对教育和民生关注不够。实际上，自2006年以来，全县教育总投资累计已达13.1亿元，占到了全县财政总支出的23.8%。
段显升对记者表示，尽管如此，由于经济发展相对落后，财政收入有限，对民生的投入依然有欠缺，需要不断加强，下一步，台前县会进一步加大对教育和民生的财政投入力度。
