　　中国西部国际博览会是由国家多部委及西部12省(市、区)及新疆生产建设兵团共同主办，自2000年以来已成功举办13届，已成为加快实施西部大开发战略、开展国际经贸交流合作的重要平台。

　　汪洋指出，中国西部地区是一片古老神奇又充满希望的土地，世纪之交，中国政府做出实施西部大开发的重大战略决策，广大西部地区从此迈入了经济发展最快，城乡面貌变化最大，人民得实惠最多的历史时期。

　　2000年，中国官方推动实施西部大开发战略，涉及12个省、市、自治区，685万平方公里，惠及数亿民众。14年来，西部地区综合经济实力大幅跃升，基础设施建设成效明显，改革开放不断深化，人民生活水平日益提高，并实施了退耕换林，退牧还草，天然林保护，三江源保护等一大批重点生态工程，成效显著。但西部与中国东部地区发展水平的差距仍然很大，基础设施落后，生态环境脆弱，经济结构不合理，贫困面广量大的问题仍然突出。

　　“以开放促开发是我们实施西部大开发的经验。”汪洋说，西部地区拥有中国72%的国土面积，但只有27%的人口，与13个国家接壤，陆路边境线长达1.85万公里，但对外贸易的总量只占中国的6%，利用外资和对外投资所占的比重不足10%，中国扩大对外开放最大的潜力在西部，拓展开放型经济广度和深度的主攻方向在西部。

　　汪洋表示，中国将在“优化对外开放的战略布局”、“构建对外开放的新体制”、“完善对外开放的政策体系”、“健全对外开放的合作机制”等方面做出努力，进一步提高西部开放水平。

　　在谈及“健全对外开放的合作机制”时，汪洋表示，中国将推进区域全面经济伙伴关系的协定谈判，加快区域经济一体化进程，加强边境地区与毗邻国家地方政府之间的合作，及时排除地区合作中的障碍，要办好中国西部博览会、中国东盟博览会、中国亚欧博览会、欧亚经济论坛等合作平台，使之成为中外企业合作的桥梁。(完)
