川南城际铁路 力争明年开工
值得一提的是，并未列入四川重大投资项目名录的川南城际铁路项目，昨日却成为与会者关注的焦点。原来，随着铁路投融资体制改革方案的出台，城际铁路的所有权和经营权将向地方政府和社会资本敞开，全国多地掀起了城际铁路的扩编热潮，其中四川拟建的川南城际铁路公司有望成为首个没有铁路总公司参与的地方铁路公司，同时也是我国第一个由地方政府独资或同外部资本共同组建的城际铁路公司。
昨日在现场，四川省发改委副主任、四川省铁路建设办公室专职副主任代永波也向媒体证实了这一消息。他说：“我们的初步想法是引进民间资本，争取在明年内开工建设。初步方案是以四川铁路投资集团为依托，吸引社会资本，和各级政府投资者，组建项目业主。预计整条城际铁路长约100公里，投资110亿元左右，建设周期5到6年，确定的资本金将按照总投资的30%考虑。”至于社会资本的比例，代永波仅透露：“社会资本越多越好，对外资也开放，目前没有限制的比例。”
据了解，川南城际铁路线路将从内江出发，连接成渝高铁，再从内江到自贡，自贡到宜宾，宜宾连接成贵高铁，而泸州的接线问题也正在研究中。目前，川南四城涉及已规划建设的高铁包括成渝高铁在内已达4条。
