会议明确了京津冀及周边地区大气污染防治协作机制。六省区市领导分别介绍了国家《大气污染防治行动计划》出台后本地区贯彻落实情况、今年冬季大气污染防治工作措施和空气重污染应急方案制修订情况。
周生贤说，在区域性复合型大气污染面前，任何一个地区都不可能独善其身。建立大气污染防治协作机制对于京津冀及周边地区治理大气污染至关重要。从前一阶段来看，六省区市落实《大气污染防治行动计划》开局良好。环保部将积极参与、全力支持京津冀及周边地区全面落实《大气污染防治行动计划》，千方百计做好今冬采暖季大气污染防治工作，确保首战告捷。
同时，尽快发布《京津冀及周边地区国家环境空气质量监测网建设方案》，抓紧制定实施《大气污染防治专项检查督查工作方案》，研究起草《大气污染防治法》(修改建议稿)等，协调配合有关部门出台相关配套政策，增强大气污染防治的科技支撑，启动清洁空气研究计划。
北京下力气抓八大减排工程
郭金龙说，做好今冬大气污染防治工作是《大气污染防治行动计划》颁布后我们面临的第一场硬仗，需要大家通力合作，以踏石留印、抓铁有痕的劲头，落实好中央领导同志在京津冀及周边地区大气污染防治工作会议上提出的各项要求，共同打好这场攻坚战。北京作为首都，要带好头。要下力气抓好源头控制、能源结构调整、机动车结构调整、产业结构优化、末端污染治理、城市精细化管理、生态环境建设、空气重污染应急八大减排工程，组织全市力量攻关压减燃煤、控车减油、治污减排、清洁降尘四大重点领域。

郭金龙说，当前要重点抓好两件事：一是精心做好今冬采暖季大气污染防治工作，落实好已经制定的各项减排措施，尽最大努力，使今冬的空气质量比去年有所改善，以实际行动和成效取信于民、取信于社会。二是积极应对空气重污染，对刚刚发布的北京空气重污染应急预案，一方面要深入做好宣传，提高社会对应急预案的响应度；另一方面要抓紧细化这些措施的前期工作，确保应急预案能够快速及时启动，把污染对群众工作生活的影响降到最低。
郭金龙希望不断丰富区域协作内容，逐步建立协作长效机制，进一步深化区域联防联控工作；交流各地的好经验、好做法，加强在信息共享、措施联动等方面的沟通；强化中央单位与地方以及各地方之间的互动，按照“责任共担、信息共享、协商统筹、联防联控”的原则，齐心协力做好大气污染防治工作。
