  优秀历史保护建筑该不该向市民敞开大门?


  位于南京西路的静安别墅近日正式实行门禁制度,居民凭电子卡进出,其他人则被拦在门外。这让饱受小区违章开店困扰的居民普遍很高兴,却引起慕名前来的参观者不满。


  对此,该小区管理联席小组牵头人表示,封闭管理并非“一刀切”完全阻隔小区内外。为了协调各方权益,他们正在探索合情合理合法的管理方式。


  实行封闭管理之后


  静安别墅建于1932年,是上海最大的新式里弄住宅群,属于2005年上海市政府批准的南京西路历史文化风貌保护区的保护级建筑和保护核心级区域。静安别墅区域内除一幢建筑外,其余均为历史优秀保护建筑。可以说,静安别墅是现代海派民居的一个缩影。


  然而,由于地处南京西路梅泰恒商圈,一些商家打起主意,从10年前开始,小区内逐渐发展为饮食、美发店、书吧等聚集的场所,包括著名的丝袜奶茶等多个人气品牌。据2010年统计,小区内无证照经营商户就有近百户。


  2011年11月,静安区工商等部门取缔小区内一些无证照经营商铺,维持静安别墅的纯住宅性质。这次“居改非”整治成为一场持久战,直到今年10月21日,静安别墅启用门禁系统,上百户商铺搬离,小区内才顿时安静下来。不过,一些慕名来参观的游客难以入内。


  “门禁制实行以后,小区的确冷清了许多。”静安别墅的值班保安告诉早报记者,“游客和抄近路的基本都不让进。”对于一些走亲访友的市民,要填好访客资料才能入内。


  至于游客,值班保安称,目前实行团队登记、散客不放行的措施,至于今后双休日或其他时段是否会适当放开,“上面还在讨论,不好说。”


  不过,连日来,早报记者在小区门口看到,下午4时放学时,小区在南京西路、威海路的两个大门同时打开,一些中学生从威海路大门进入,三五成群地穿过小区。


  居民意见也分两派


  此轮整治后,静安别墅内还安装有28个摄像头,基本每排房屋和街道都在探头覆盖下,另有戴着“平安志愿者”袖章的居民走来走去。原本的店铺紧闭卷帘门,54号一家复印店的房东正在将房子重新装修,准备当做住宅出租。


  一名遛狗的居民称,现在静安别墅终于安静下来,有点“别墅的样子了”,以前“主巷道那么窄还停满了车,更不要提很多来消费的人大声喧哗”。


  住在小区66号的王先生称,经过整治后,住在这里才有安全感,原来人员进出很乱,鞋子摆在门口都被偷走了。


  当然也有小区居民对整顿持反对意见,有老人反映,自己从小居住在这里,这里一直有商铺。解放初除了理发店、裁缝铺外,还有杂货店、旅馆等等。到上世纪80年代,这里商铺比以前多起来,热热闹闹,感觉挺好。特别是近几年,一些商铺的入驻,改造了一些老房子老化的电线,美化了庭院,还带来了活力。现在装了门禁,老人家像坐监牢,连个说话的人都找不到。


  经常进出静安别墅感受弄堂风情的单女士表示,喜欢来这里喝咖啡,因为这里的建筑有韵味,“看一眼老建筑,跟老奶奶聊聊过去的事情,觉得这才是上海的味道。”


  作为静安区执法联动联席会议领导小组市场秩序执法办公室(下称“联席小组”)牵头部门负责人,工商局静安分局副局长谢征豪近日表示,静安别墅装门禁,主要是防止商户和消费者进入,并非一刀切隔绝小区内外。对于附近学校学生或者老年居民需要穿行弄堂,将给予“弹性照顾”。过一段时间,联席小组会对实行情况评估。今后究竟如何开放,还需要再商讨。


  尚未列入旅游开发


  同济大学建筑系伍江教授认为,鉴于静安别墅的性质是纯住宅用地,因此解决争议的基本依据是小区居民的利益,而非游客、附近居民甚至商户的利益。


  对于静安别墅优秀历史保护建筑的身份,伍江指出,优秀历史保护建筑并非必须对外开放。若是公共或商业建筑,可以适度对外开放以传承文化;但对于私人住宅而言,还要看主人意愿,“比如游客参观或附近居民抄近道,可以适当酌情予以满足,但前提依然是保障小区居民的利益,需要征得居民的同意。”


  伍江说,目前优秀历史建筑的保护思路是可以通过时间推移,逐步降低居住人口的密度。


  早报记者了解到,静安区有众多的历史文化老建筑,仅仅在陕西北路(新闸路-巨鹿路)短短千米,就云集了名人旧居、典型建筑等历史文化景观21处。


  不过,静安区旅游局开发科科长王隽表示,静安别墅并未列入旅游开发考虑,“因为静安别墅存在争议,居民对商业开发不满,一些文保专家也有不同意见。”

  徐家汇源“有约参观”获专家赞同

  10月底,申城首个4A级开放型都市旅游景区徐家汇源挂牌满一周年。景区管理方表示,这一年里游客接待量大幅增长,为了协调好参观、保护和老建筑内单位日常工作的关系,景区必须“有约参观”。


  徐家汇源是海派文化的起源地,被称为“生活着的百年上海”,一批历史文化遗迹保存完好,包括徐家汇天主堂、徐家汇观象台、徐家汇藏书楼、徐光启纪念馆、土山湾博物馆、徐汇公学旧址、百代公司旧址、上海电影制片厂等。


  徐汇区旅游局局长郭本厚表示,他们不希望历史建筑深藏闺阁,希望有更多的文化学者、老建筑爱好者来研究探访。不过,文化历史风貌区旅游开发的前提是保护。“文化历史景观不能过度开发,更不能破坏式发展。”郭本厚说,为协调好参观、保护和老建筑内单位日常工作的关系,必须“有约参观”,同时提供自行车、徒步及观光巴士等多种交通方案。


  开放一年来,不论是工作日或周末,各个景点都有游客三三两两安静、悠闲地参观、拍照,很少见到行色匆匆的旅游团队;即便在黄金周也没出现过人满为患、交通堵塞的状况。


  徐家汇源的开发经验得到了文物保护专家的赞同。同济大学建筑与城规学院副教授华霞红表示,城市老建筑的保护与开发一直存在矛盾,要做到合理地保护和开发并不容易,如果是文物保护单位或优秀历史建筑,那首先强调的是保护,然后才能合理地开发;但即便普通老建筑,在开发时也要注重项目的选择,适度开发。


  华霞红说,徐家汇源景区的开发节奏把握得较好,不急功近利,考虑长远。随着时代发展,古城、古建筑会获得新的“生长”,目前国内一些古城开发太商业化,游客大量涌进,对于老建筑的长久保护不是好事情。
