条例对党政机关经费管理、国内差旅、因公临时出国(境)、公务接待、公务用车、会议活动、办公用房、资源节约作出全面规范，对宣传教育、监督检查、责任追究等工作提出明确要求，是党的群众路线教育实践活动的重要成果，对推进厉行节约反对浪费工作制度化、规范化、程序化，从源头上狠刹奢侈浪费之风具有重要意义。
各地要制定实施细则
会议强调，要加强组织领导，建立健全工作体制机制，党政主要负责同志亲自抓，各有关部门各司其职、密切配合，确保厉行节约反对浪费工作落到实处。要紧密结合本地区本部门工作实际和职责任务，坚持从严从紧原则，抓紧制定实施细则和配套制度，尽快形成立体式、全方位的厉行节约反对浪费制度体系。
要坚持深化改革、标本兼治，着力推进相关改革，条件成熟的要尽快推出，需要研究探索的要积极创造条件加以推进。要加强督促检查，加大惩戒问责力度，对铺张浪费行为要发现一起、查处一起，坚决维护制度的刚性约束力。要加强宣传教育，引导各级党政机关和广大党员干部增强节约意识，在全党全社会进一步营造节约光荣、浪费可耻的浓厚氛围。

执行 “从制度规范资金使用”
如何确保此次出台的条例能够落到实处？北京大学法学院教授刘剑文建议，要有制度的配合，比如正在审议过程中的预算法。一些规定要在法律里面予以体现，形成国家意志，强调制度的刚性。“如果说滥用公车就是违法了，那估计很多人就不会了。”刘剑文表示，纪委、监察、审计等部门要形成合力，发挥更大的作用，加强综合治理。
中央财经大学教授曾康华表示，此前上有政策下有对策的事情也很多，此次出台的政策地方是否会严格执行，还有赖于整个社会经济发展、法制氛围的形成，不可能一蹴而就。
曾康华认为，解决好此次的问题，说到底还是财政资金的规范使用，这就要压缩部门使用钱的权力，预算公开化、透明化是很好的路径。如果各个部门的公车数量和使用情况；各种接待费用具体接待的谁；会议活动都是什么内容、哪些人花了多少会议费，这些问题能一一公开，一旦发现问题就严惩。如果能做到这样，政府机关乱花钱的情况势必大幅度减少。“关键还是看党中央的决心，比如八项规定出台后，党政机关的吃喝风确实减少了。”
影响 “高档餐饮会再受影响”
刘剑文说，此次政治局会议通过《党政机关厉行节约反对浪费条例》，以条例规范各种经费支出，规格较高，这也说明了中央反腐倡廉、加强财政资金管理的决心。曾康华认为，过去的一些规定，多是中办、国办所发，规定往往是部门负责制，此次体现了中央对此问题的重视。
此次条例规范的内容主要还是“三公经费”、会议活动、办公用房等老生常谈的问题，对此刘剑文表示，这说明这些问题是当前党政机关反腐倡廉的核心，也是出现贪腐的重灾区，也是老百姓最为关注的领域。尽管近年来各种政令频出，但效果一般。不过在国八条出台后，一些高档餐饮、白酒行业生意惨淡；一些影视演出公司倒闭，都说明只要认真执行，还是能有一定的效果。此条例一出，估计未来高档酒店、餐饮业的生意都会受到影响。

1月15日，网帖曝光珠海金融投资控股公司总经理周少强等人在当地一家豪华会所公款消费，消费高档红酒多瓶。周少强也被一些群众戏称为“学酒哥”。当地经调查后通报，珠海金融投资控股有限公司银企合作交流座谈会的工作晚餐费高达37517元，消费金额超出标准部分，由参会者自己支付。
2月28日，周少强被免去其格力集团党委书记、总裁、董事和珠海金融投资控股有限公司总经理职务。
案例2 副厅长铺张办宴席被处理
7月17日，河北省国家级贫困县沽源县平定堡镇委书记岳树旺为女儿办豪华婚礼，有报道称，“宴请近千人，收礼百万，镇政府因此无人办公，现场公车出入。”

案例3 海南卫生学校公款发月饼
9月3日，海南省卫生学校校长符史干主持召开校党政联席会议，决定在中秋节期间购买月饼发放给全校教职工，每人两盒，所需费用在学费收入财政返还资金中列支；9月9日，该校将购买的384份月饼券发放给教职工，每份月饼券价格315元，共计12.1万元。
当地政府部门核实后，对该校校长符史干给予行政警告处分、对该校党委书记陈德文给予党内警告处分，学校向省卫生厅提交了书面检讨书。
