  “万人计划”首批名单出炉记

  这是一个对国内高层次人才给予特殊支持的计划。


  这是一个与引进海外高层次人才“千人计划”并行的人才计划。


  入选者被寄予厚望——或冲击诺贝尔奖,或领军国家科技和产业发展,或推动哲学社会科学繁荣发展,或专注于课堂教学……


  “万人计划”一开始便受到中央领导的高度重视。习近平总书记近日在欧美同学会成立100周年庆祝大会上强调,要充分开发利用国内国际人才资源,以更大力度推进“万人计划”。目前,首批人选已确定。那么,这些人选是怎么产生的?有哪些特殊支持?让我们共同走近这项计划。


  一项高端人才计划


  厘清“万人计划”的来头,还要从“千人计划”说起。


  2008年底,中央启动实施引进海外高层次人才“千人计划”,目前已累计引进近4000人,其中包括40多位发达国家的科学院院士等世界顶尖科技领军人才。


  加强高层次创新创业人才队伍建设需要“两只手”,一手抓海外高精尖人才引进,一手抓国内人才的激励培养,防止“招来女婿气走儿”。出于这个考虑,中央在2008年底审议“千人计划”时明确提出,适时制定实施针对国内高层次人才的国家支持计划,最大限度地激发国内各级各类人才的创新创业活力。2012年9月,“万人计划”正式启动实施。


  这一计划准备用10年左右时间,遴选支持1万名高层次人才。“该计划不铺新摊子,不设新项目,主要是对国家人才发展规划相关重大人才工程进行整合打包,从国家层面提供特殊支持,形成与‘千人计划’同等地位的国家人才工程。”中央人才工作协调小组办公室负责人介绍。


  计划包括3个层次7类人才——


  第一层次100名,为具有冲击诺贝尔奖、成长为世界级科学家潜力的杰出人才。


  第二层次8000名,为国家科技和产业发展急需紧缺的领军人才,包括科技创新领军人才、科技创业领军人才、哲学社会科学领军人才、教学名师、百千万工程领军人才。


  第三层次2000名,为35岁以下具有较大发展潜力的青年拔尖人才。


  一批特殊支持措施


  作为我国国家级人才工程,“万人计划”和“千人计划”一样,由中央人才工作协调小组统一领导,中组部牵头,中宣部、教育部、科技部、人社部等共同实施。


  对“万人计划”入选对象,在有关部门和单位原有支持的基础上,国家再给予直接特殊支持、提供特殊条件,形成集成效应。特殊支持包括:


  ——经费支持。为科技创新领军人才、哲学社会科学领军人才、百千万工程领军人才、教学名师安排每人约100万元用于自主选题研究、人才培养和团队建设等。地方和用人单位还可配套给予适当支持。


  “这与平时的课题申报、评审不同,入选者可以瞄准自己专注的领域开展自主研究,把他们从繁琐的项目申报、评估中解脱出来。”中央人才工作协调小组办公室负责人说。


  ——政策支持。在科研管理、事业平台、人事制度、经费使用、考核评价、激励保障等方面,制定重点培养支持政策。


  为杰出人才设立科学家工作室,实行首席科学家负责制,采取“一事一议、按需支持”方式给予经费保障,支持其开展探索性、原创性研究。针对领军人才,改革科研项目管理办法,优先立项、滚动支持;创新经费支持方式,落实期权、股权和企业年金等激励措施;同时支持他们组建创新团队。对于青年拔尖人才,按照《青年英才开发计划实施方案》提供支持经费,用于开展前瞻性、预研性自主选题研究等,并赋予相应自主支配权。


  ——服务支持。根据需要,贡献突出的还可纳入中央联系的高级专家范围联系服务。


  “以上支持措施的功能指向是不同的。”中央人才工作协调小组办公室负责人说,“设立‘教学名师’支持类别,在于鼓励更多的高层次人才回归课堂,传授知识,教书育人,树立教学与科研同等重要的导向。青年拔尖人才正处于创新高峰期,活力最强,也最需要宽松的环境和有力的支持。”


  一串值得期待的名字


  从2012年9月起,各有关部门按照边设计、边实施、边完善的原则,开展各类人才评选工作。今年7月,首批杰出人才、科技创新领军人才和青年拔尖人才入选名单面向社会公布。其中,杰出人才6名,科技创新领军人才72名,青年拔尖人才199名。


  今年9月,经专家咨询顾问组集体把关,首批其他各类人选也已产生。546名入选者中,科技创新领军人才人选201名,科技创业领军人才人选52名,哲学社会科学领军人才人选94名,教学名师人选101名,百千万工程领军人才人选98名。


  这是一串令人期待的名字——


  刘忠范,中国科学院院士,在低维碳材料的控制生长方法等领域取得了一系列重要突破,获中国发明专利24项。


  薛其坤,中国科学院院士,首次在实验上发现量子反常霍尔效应,在扫描隧道显微学、表面物理等研究领域发表文章350余篇,被引用超过6900余次。


  王贻芳,中科院高能物理研究所所长,作为我国粒子物理实验研究的主要学术带头人,做出了许多具有重要国际影响的贡献。


  周忠和,中国科学院院士,带领团队在鸟类的起源和演化等研究领域取得突出发现和成果,使我国逐渐成为当今国际研究该领域最重要的地区之一。


  卢柯,中国科学院院士,发现了纳米孪晶强化效应,开创了金属材料表面纳米化研究方向,发展了系列表面纳米化技术。


  马永生,中国工程院院士,长期从事油气资源勘探理论研究和生产实践工作,发展了海相碳酸盐岩油气勘探理论和技术,取得一系列创新性重大成果。


  说到下一步打算,该负责人表示,中央人才工作协调小组将协同推进“千人计划”、“万人计划”的实施,将各级各类人才凝聚到建设创新型国家的宏伟事业中来。
