Public retirement system and old-age insurance system for enterprise employees a "twin-track" side, is one of the most pronounced in the practice of China's old-age security system problem. Its legacy as a previous reform out of sync, is a reflection of two major groups of pension rights does not equal, that inequality extends from the older generation to the younger generation, led to a sharpening of social contradictions and affect your career preferences.
Therefore, it is imperative to cancel the two-track system of pension, and only one way, that is established for institutions with similar social old-age insurance system for enterprise employees, truly equal obligations for payment, treatment method of calculation of the same institutional structure.
Staff of the institutions are Government supported by finance and assume public duties or public welfare, and always framed as one, by the way-one linkage institution and institution staff into a unified old-age insurance system for public officials than public institutions Division is obviously more reasonable. 取消“双轨”宜全国同步(见解)

机关事业单位退休制与企业职工养老保险制“双轨”并存，是我国养老保障制度实践中最为突出的一个问题。它作为以往改革不同步的遗留问题，反映的是两大群体养老权益的不平等，这种不平等已从老一代延伸到年轻一代，导致了日益尖锐的社会矛盾并影响着人们的择业偏好。
因此，取消养老金双轨制势在必行，而解决办法只有一个，这就是为机关事业单位建立与企业职工相似的社会养老保险制度，真正实现缴费义务平等、制度结构相同、待遇计发办法一致。
机关事业单位职员都是政府财政供养并承担公共或公益职责，且历来构为一体，以一体联动的方式将机关和事业单位职工都纳入统一的公职人员养老保险制度比将事业单位分割出来显然更为合理。同时，考虑到公职人员无论是单位还是个人缴费均源于财政，加之队伍基本稳定，代际替代相对均衡，其养老保险又宜独立运行，并可以采取个人账户空账运转。换言之，取消双轨制的实质是用同一种制度来消除两大群体养老权益的不平等，但不一定等于将机关事业单位简单地并入企业职工养老保险制度。这样做的好处是无需建立专门的基金管理机构，也无保值增值压力，管理与经办简明，从而是效率较高的方案。
坚持“老人老办法、新人新办法、中人有过渡办法”，是顺利推进机关事业单位养老保险改革并最终消除双轨制的合理取向。
推进机关事业单位养老保险改革，还需要同步建立职业年金、明确中央与地方责任分担机制、将经营性单位从机关事业单位中剥离，并适当调整统账结构比例等，这是推进改革的重要条件。而最有效率的改革推进方式，应是在深入调研、广泛征求意见、审慎决策的条件下，在全国同步实施新制度，不宜再走试点先行、逐渐扩展的老路。
