鲁炜在题为“网聚正能量，共筑中国梦”的致辞中指出，中国梦归根到底是人民的梦，是人民对国家富强的憧憬，是人民对民族振兴的追求，是人民对个人幸福的向往。他强调，互联网作为新形势下党和政府联系群众的重要纽带、服务群众的重要平台，要坚持正能量是总要求，中国梦是主旋律，充分讲述百姓寻梦的故事、展示百姓追梦的奋斗、汇聚百姓圆梦的力量，形成共筑中国梦的强大合力。
他指出，要实现让网络空间清朗起来这个总目标，就要把建设为民、文明、诚信、法治、安全、创新的网络空间作为六个具体目标。建设为民的网络空间，就是通过互联网听民意、集民智、惠民生、暖民心；建设文明的网络空间，就是倡导文明风尚，弘扬社会主义先进文化，充分展示真善美；建设诚信的网络空间，就是大力弘扬诚信美德，强化“为守信为荣、以失信为耻”的价值导向，建立并完善网络空间的诚信体系；建设法治的网络空间，就是完善网络法律法规， 坚决打击网络犯罪，营造风清气正、安全有序的网络环境；建设安全的网络空间，就是加强技术攻关，完善安全防护机制，维护数据安全、技术安全、应用安全、渠道安全等信息安全；建设创新的网络空间，就是坚持理念创新，加强技术创新、服务创新、传播创新、管理创新，着力建设充满活力、富于创新的网络空间。
他强调，建设为民、文明、诚信、法治、安全、创新的网络空间，需要社会各界携起手来、合力共建。主流新闻网站和重点商业网站作为传播正能量的主力军，要充分发挥引领作用，做到“八个带头”，即带头把方向、带头抓管理、带头扬正气、带头树新风、带头守法纪、带头探规律、带头谋发展、带头建队伍，汇聚正能量，共筑中国梦。
中央和地方新闻网站、知名商业网站、互联网企业负责人和专家学者，围绕“网络舆论生态与社交媒体”、“移动互联网与新技术应用”、“中国网络媒体未来资本发展之路”等话题进行了研讨交流。论坛发布了中国网络媒体郑州宣言，呼吁广大网络媒体紧紧围绕实现中国梦伟大进程，弘扬主旋律、传播正能量，为实现国家富强、民族振兴、人民幸福的中国梦做出更大贡献。
自2001年在青岛举办首届论坛至今，中国网络媒体论坛已成为互联网业界影响广泛的年度盛会。第十三届中国网络媒体论坛由国家互联网信息办公室指导，中华全国新闻工作者协会和人民网、新华网、中国网等中央和地方新闻网站共同主办，由中国网和河南省委宣传部共同承办。
