  国土部历时7个月,促进城镇化协调发展的土地差别化政策的调研已经进入尾声。


  国土部调控司有关负责人表示,各地初步形成了有数据、有情况、有分析、有判断、有建议的调研报告,并上交国土部。目前,国土资源部正着手对各地的报告和典型经验进行综合研究。


  就在10月26日,国土部亦召集全国14个省(区、市)代表,交流了各自探索实施符合本地区发展的土地差别化政策的经验。


  据江苏省国土系统一位参会的人士介绍,“苏浙沪的土地差别化管理经验得到参会代表的一致认可,并有望推广。”


  上述国土部调控司有关负责人亦表示,国土部将根据各地的调研情况,起草有关土地差别化的调研报告,并将结合部里已有的成果,把好的成果转化为应用,建立、完善土地差别化的管理制度。


  土地差别化政策


  本报记者了解,自今年3月份开始,国土部调控司在全国30个省(区、市)开展“促进城镇协调发展的土地差别化政策”同口径调研。


  调研以“小城镇”为重点,内容包括,小城镇发展情况和发展战略规划,推进重点和特色小城镇发展的文件;在土地规划、计划、审批、供应及管理机构等方面配套的差别化土地政策,对完善差别化土地政策的考虑和建议。同时,每省(区、市)还选择了3~5个城镇进行典型案例研究。


  “新型城镇化要求大中小城镇协调发展。”中国人民大学土地管理系教师严金明介绍,但是一直以来,地方政府在用地指标分配上习惯向中心城市倾斜而忽视小城镇用地指标需求。


  在扶持小城镇的背景下,解决小城镇用地指标紧缺将是土地差别化实施的一大重点。


  根据要求,江苏省国土系统的一位人士介绍,调研要求根据产业不同、和区域的差异实行差别化,“8月份,地方就把相关的资料和选取的案例上交给国土部”。


  国土部调控司有关负责人表示,目前,国土资源部正着手对各地的报告和典型经验进行综合研究。


  根据初步汇总的地方资料来看,上述国土部调控司的人士介绍,全国大部分地方已经初步建立了土地差别化的政策体系,比如部分地方通过合理编制土地利用总体规划,产业转型升级需要等实行差别化供地,通过引导宅基地有序退出,推进小城镇建设,下放审批权限,对基层国土机构升格扩权,完善基层土地管理体系等。


  “苏浙沪”经验有望推广


  10月26日,国土资源部在京召开“促进城镇协调发展的土地差别化政策”调研成果交流会。


  此次成果交流会上,上述江苏省国土系统的一位参会人士介绍,上海增量用地减量化政策、浙江小城市试点土地管理配套联动、江苏“三集中”等得到普遍认可。


  所谓的“上海市增量用地减量化政策”,具体来说,即上海通过完善项目审核和评估机制,农村土地的综合整治,将增量土地供给和存量用地水平挂钩,形成“控增逼存”的用地引逼机制。


  江苏省土地利用的“三集中”即工业向园区集中、农民向城镇集中、居民向社区集中。根据江苏省出台的《江苏省划拨用地目录》,严格控制限制性产业项目供地,从土地供应上制止盲目投资和低水平重复建设;实施了《江苏省建设用地指标体系》,按照行业、产业、单位面积的投资额确定建设项目供地数量;加快多层标准厂房建设,鼓励中小企业租用标准厂房,促进了产业结构升级,提高了土地利用率。


  浙江省小城市试点土地管理配套联动,即是2010年年底,浙江启动为期三年的小城市培育试点。其中,27个中心镇被列为试点名单,加快实现其由特大镇向小城市转型发展。


  本报记者21日从浙江省发改委了解到,上半年该省27个小城市培育试点镇实现GDP1091亿元,其中柳市、龙港、织里、店口、横店、塘下、瓜沥7个镇超50亿元,完成财政总收入159亿元,其中柳市、横店、周巷、店口、塘下5个镇超10亿元。


  上述国土部调控司有关负责人表示,目前,国土资源部正着手对各地的报告和典型经验进行综合研究,争取尽早提出成果转化建议。


  “上述三省的经验,有望在全国推广。”上述江苏省国土系统人士认为,最快或在年底实施。


  除了梳理地方在土地差别化管理的经验,上述国土部调控司有关负责人表示,未来将从加快用地审批制度改革、加强相关规划的融合衔接、完善产业用地分类指导、建立统一的城乡建设用地市场等方向对土地差别化管理制度上予以完善。
