“只等市委明确公交体制改革的总体思路后，东莞市交通局将联合相关职能部门制定政府购买公交服务实施细则、公交企业退出经营资产处置及人员安置方案等配套工作方案。”东莞市交通局负责人告诉记者，配套工作方案将达到20个，来确保改革顺利推动。

“根据我们的设想，具体补偿标准的制定，应以‘财政可承受、企业合法诉求可兼顾、行业稳定可保障’为原则，再聘请相关资质的第三方机构依法对企业经营资产进行评估，进行赔偿。”市交通局相关负责人告诉记者，目前大多数镇街的公交承包合同，都在2014年6月前会到期，只有少数仍然没有到期，需要财政补贴，压力不会很大。”
市民担心服务没改价格升
