京华时报讯(记者孙雪梅) 记者昨天从北京市住建委了解到，今年11月1日起，房产证“加密”服务将在海淀区试点运行。房屋所有权人可以为自己的房屋所有权证增设密码，通过这把“安全锁”来进一步保护自己的财产安全。房屋所有权证加密后，所有权人或其委托人申请办理房屋登记业务时，须输入正确密码后登记部门方予以受理。
房屋所有权人免费申请加密
北京市住建委相关负责人表示，加密由房屋所有权人自愿申请，不收取任何费用。开展此项服务的目的主要是为了增加房屋所有权人保护自身合法权益的能力，防止不法分子冒充房屋所有权人或通过伪造证照等手段出售或抵押房屋，给房屋所有权人造成直接损失。这项服务也是北京市住建委继今年“房产证短信通知”服务后，推出的另一项便民服务举措。
该负责人介绍，房屋所有权人可持身份证明、房屋所有权证的原件和复印件，到海淀区房屋登记大厅办理加密事项。如权证记载信息与现状相符，可直接设置6位阿拉伯数字作为登记密码；如所有权人、房屋状况等已变更，需先申请将房屋所有权证变更至与现状一致后，再申请设立登记密码。房屋所有权人如委托代理人代为申请权证加密，代理人还需提供本人的身份证明和明确加密事项的公证委托书。
密码输错三次产权证将锁定
今后，房屋所有权人或其委托代理人持加密的房屋权属证书申请办理房屋登记业务时，需正确输入密码后，登记人员才会受理登记申请。
市住建委特别提醒申请人，应妥善保管好房屋权属证书和密码，如忘记登记密码或连续三次输入错误，将导致房产证被锁定，无法办理任何业务。房屋所有权人须持有效证件到房屋登记大厅先办理密码挂失手续，为产权证解锁后才能申请办理相应的登记业务。
至于全市推广的时间，该负责人称，全市推广的时间主要根据试点工作进展情况和群众需求。试点主要为了掌握权证加密的需求种类和数量，为下一步全市推广拟定窗口设置、人员安排、程序标准等方面工作做好准备，并实际检验工作方案和软件。

2.哪些房产证可以加密？
加密服务目前主要面向房屋所有权人为个人的房屋所有权证。共有房屋可以申请加密服务，应由共有人共同申请权证加密。
3.产权人怎么设置密码？
新买了房，新制发房产证的，办理人在领证窗口领取房屋所有权证时即可设置密码。已经领取的房产证，登记部门需要结合房屋登记档案核对房屋所有权证的真伪，5个工作日后办理人再到登记部门设密码。
