“联盟新城”项目武姓经理告诉记者：“项目手续齐全”，并热情地展示了相关部门的审批证件。让记者感到惊讶的是，其出示的多件《商品房预售许可证》显示项目为：“联盟新城别墅一期。”
早在2003年起，国土资源部就下达了“停止别墅类用地的土地供应”的政策，此后又于2006年5月、2008年1月、2010年9月、2010年12月等多次发文重申严格限制大套住房建设供地，同时禁止向别墅类建筑供地。
那么，新乡相关部门缘何在2012年12月份又为“联盟新城”公然违规办理“别墅”预售许可证呢？新乡市房管局预售科吴科长就此向记者表示：“我们是根据测绘单位报告的资料审发。”负责该项目测绘、审核的林姓局长在接受记者采访时坦承：“是我们工作失误所造成的。”
