这是一个崭新的废墟。在被拆除以前，它是一所崭新的希望小学，完全竣工仅一年。
在海拔1350米的湖南省炎陵县大院农场，一所新学校的建成，被几代人盼望了近20年。遗憾的是，仅在竣工不到半年后，一个计划投资过百亿元的项目被引入炎陵，希望小学所在地块被划入首批征地范围。
一边是当地政府全力推进的“一号工程”，一边是当地百姓“像佛一样供着”的新学校。这场“拆校”与“护校”之争，牵动了炎陵县几乎所有部门。
最终的结局几乎双输，项目并没有在预定日期顺利奠基，孩子们则被迁入了一个过渡性的板房学校。
盼来的希望小学
63岁的叶平生从教34年，如今已经退休，他的大部分执教生涯在炎陵县大院小学度过。
1974年年中，大院小学刚刚从街上搬到了半山坡的一个泥土房里。叶平生从那一年开始在大院小学任教。1994年，大院农场又在原教学楼对面，用水泥砖盖起了一栋二层小楼。
戴万国在2001年来到大院，接替叶平生成为了这所学校的校长，也是唯一的老师。
对这个在株洲市富有盛名的老教师而言，大院小学给他的挑战，远不在教学上。
“那个地方(原教学楼)不具备办学条件，在一个山坡上，房子是泥垒的，操场也是土的，地方偏僻，特别不安全。”戴万国回忆，那时候只要一下雨，教育局就要打电话来督促注意学生安全，而他每到周末都要给学校做点修修补补的活。
又过几年，一场大雨后，他发现对面那栋作为宿舍使用的水泥砖房也存在着极大的安全隐患——房基下方的护坡出现了垮塌的痕迹。事后，两栋教学楼均被鉴定为危房。
但除了隔几年由大院农场出资进行一些修复外，戴万国别无选择。一直到2008年，新上任的炎陵县教育局局长陈黎明到大院小学检查，在了解情况后，表示会尽力争取为大院新修一所小学。
戴万国回忆，不久后，长沙PA20义工队提出愿意出资50万元援建大院希望小学。他们在长沙办了一场义卖活动，戴万国带着7名学生前往现场募款。
据株洲市政府门户网站消息，炎陵县大院希望小学教学楼、师生食堂主体工程在2010年建成。2011年，株洲市城市管理和行政执法局及市政管理处捐资8万元完善了该校的升旗台、浴室，文体和教学等设施，当年9月该校即投入使用。
2012年，大院农场又投入16万余元进一步完善小学篮球场、围墙、校门等硬件设施。当年8月13日，大院希望小学附属工程建设全面竣工并顺利通过验收。
炎陵县教育局一名官员告诉《法制日报》记者，慈善捐款只是小头，教育局出了大头。据此计算，大院希望小学建设费用应过百万元。
三拆学校受阻
就在大院希望小学完全竣工仅4个月后，2012年12月，炎陵县引进的一个总投资约100亿元的项目在长沙签约。炎陵县教育局等单位给《法制日报》记者的回复文件中称：“根据规划，教育局老教学点(即大院希望小学，记者注)位于炎陵县新华联·神农谷国际文化旅游度假区项目建设红线范围内，与附近15户农户同为度假区第一期项目建设的主要范围。”
记者从一份征收评估报告上看到，大院希望小学的评估总价为80.2万元。
7月23日下午，农场职工郭名宣无意中发现，希望小学楼顶上有几个人在拆隔热层。他赶忙通知了一名学生的家长雷星文，雷星文随即让朋友石洪通知了村民们。他们赶到学校时发现，学校的铝合金窗、楼梯扶手、教室里的灯都已被拆完，屋顶则被拆了一部分。经他们阻止后，工人们停止了拆除。
“当时我们知道有这个项目，但不知道会一上来就先拆学校。之前没有收到任何通知。”农场职工刘生庆回忆，第二天许多职工到农场场部去问场长，但他们什么都没说，就说产权是教育局的，和场部没什么关系，老百姓说了不算。
杨兴鹏的女儿今年刚上一年级。他告诉记者，那个时候还没人说过学校拆了以后要如何安置学生，大家都担心会被安排到石洲上学。“直到7月底，才有人说要建板房，这时候离开学只有1个月了”。
8月初的一天，下午1点多，拆迁队开始拆除学校对面的一座民房。住在不远的刘生庆发现，工人们拆了不久就去拆学校屋顶的瓦。职工们再次前往干涉，拆迁停止。
炎陵县第三次试图拆除大院希望小学，是在8月28日7点多。这次来了一部挖机，依旧未能拆成。
“我们就和他们说，快开学了，我们的小孩能在这儿上多久算多久吧。他们说这个学校不是你们的。”杨兴鹏回忆。
炎陵县教育局一名官员向记者证实，大院希望小学虽由爱心人士捐赠，但产权属教育局所有。在启动拆迁以前，县政府已经与教育局签订了拆迁协议，村民的确无权阻止拆学校。
对于为何要先行拆除学校，炎陵县官方在给《法制日报》记者的回复中称，项目马上要启动，加之项目建设过程中的噪音会严重影响上课，且存在安全隐患，故需尽快拆迁。
村民三请老师
8月28日那次拆迁之后，大院农场的职工们提高了警惕。他们开始自发地留在希望小学，分拨24小时值守，一直到希望小学最终被拆除。
8月30日，离开学只有两天。有村民开始将学校之前被拆毁的部分修补回去。消息传开以后，更多的村民来到学校，男的修理，女的打扫，一天之内，希望小学几乎恢复了原样。
几乎与此同时，炎陵县教育局也开始了劝学工作。他们希望家长们能将孩子送到刚建好的板房学校上课。
但9月1日，没有一名孩子到板房学校报名。“当时只建好了主体工程，水泥坪没铺好，厨房、围墙、卫生间什么的都没弄好。”刘生庆说。
相反，第二天家长们开始到板房学校劝说戴万国，希望他能回到希望小学上课。
当天8点，10余名学生家长第一次来到板房学校。“他只是一直说对不起，我不能回到那里上课。”杨兴鹏回忆。
11点多，学生家长第二次来到板房学校，戴万国的答复还是一样。
下午3点多，有村民从家里搬来了一张躺椅，找来两根竹竿绑在两侧，在竹竿上贴上红纸，又在椅背上用红字写上“请老师回来上课”。刘生庆回忆。
戴万国的回答依旧是对不起。这次他多说了一句：“谢谢你们的诚意。”
一个多月后当回忆起这个场景，戴万国只说了一句话：“我是一名教育工作者……”
叶平生理解村民们的善意：“大院人文化水平一直很低，都希望孩子们能读书，能走出大山，所以对老师很尊重。”
杨兴鹏告诉记者，之所以不愿意去板房学校上学，是因为家长们还有几点顾虑：“一是那时候板房还没有完全建好；二是那个地方是地质灾害区，学校门口就竖着警示牌子；三是学校顶上就是高压线，冬天下雪冰凌掉下来能砸死人。”
一个星期后，家长们陆续妥协了。上学后的问题却接二连三，多名家长向记者反映，刚到学校的时候，油漆味十分重，有的学生头疼、流鼻血。
戴万国对这些问题的解决较为乐观：“高压线很快就会拆掉；油漆味一开始的确很重，现在又打了一层水泥，不会了。”
炎陵县教育局回应记者，大院小学的过渡板房是按最高标准建设的，配置了多媒体设备，安装了空调。县教育局还在过渡期间为所有学生免费提供生活费、生活用品等。
“项目重于一切”
“在过渡新教学点建好，学生正常上课后，签订征收补偿协议并支付了征收补偿款后，9月17日，依法依规对县教育局大院老教学点进行了拆除。”在给记者的回复最后，炎陵县教育局称。
炎陵县官方资料显示，新华联·神农谷国际文化旅游度假区项目是炎陵县引进的首个百亿旅游大项目。项目由新华联集团携手4个集团与炎陵县共同打造，总投资约100亿元。
在诸多政府文件中，该项目均被称为“炎陵县举全县之力打造的‘一号工程’”，而它还有更多头衔：株洲市十大产业项目、湖南省旅游产业“251”工程、2013年湖南省“三个一”重点项目。
“举全县之力”并不夸张。在大院农场调查多日，《法制日报》记者看到，整个农场街上，随处挂着宣传项目的横幅；炎陵县政府大量机关、乡镇干部被派往农场做拆迁工作……
