自乌兰察布市政府沿察哈尔街东行4公里左右，在路北有一处规模宏大的类殿堂式建筑群，主体已经完工，许多楼门口吊着厚门帘，里面有许多工人正在热火朝天地进行内装修。
“建筑面积13万多平方米，主体由我们公司独自承建，面积太大了，装修只好分给另一家公司来做。”
在施工现场，一名头戴安全帽、自称是内蒙古第三建筑工程公司的工作人员告诉法治周末记者，他负责安全工作，尽管楼层不高，但“场面太大了，真担心出问题”。
靠近察哈尔东大街的路边，东西两侧分别竖立着“市政府东”和“市政府西”两个19路公交车站牌，无论是现场施工的工人，还是附近的行人或者交警，甚至乌兰察布市政府的安保人员，都表示在建的这处楼群为“新市政府”。
然而，乌兰察布市规划、城建等相关部门在接受法治周末记者采访时，却说此楼群由集宁区承建，是区党政、信访局、城投公司和市档案局的综合办公楼。
这规模宏大的类殿堂式建筑群到底是市政府还是区政府所建？当地百姓说，其实不管是市政府办公楼还是区政府办公楼，这都是在“顶风作案”。
今年7月23日，中共中央办公厅、国务院办公厅印发了《关于党政机关停止新建楼堂馆所和清理办公用房的通知》，明确要求，5年内，各级党政机关一律不得以任何形式和理由新建楼堂馆所。

东西对称，前后呼应，12栋面南背北的主楼与配楼构成几个单元，可单独成院使用，又与整个布局浑然一体。主楼高5层，墙体青石贴面，墨绿色的楼顶呈梯形，中间抬高，四周飘檐。有人说是仿宫殿式建筑，又有人说属于后现代风格，如果墙体和楼顶涂成红色，置身于其中的人很难分清是在宫殿还是在寺院。

占地面积有多大？由于乌兰察布市国土资源局拒绝采访，记者尚未得到官方的数字，但从19路公交车站牌来看，其长度就包含了“市政府西”和“市政府东”两个站牌，相当于一站地还要多，这使记者想到了北京地铁1号线“天安门东”和“天安门西”两站之间的距离。

工人的说法从当地一名退休法官口中也得到证实：“现在的市政府有400多间办公室，集宁区政府的所有工作人员每人占一间也用不完。”
然而，工程的承建方内蒙古三建第七项目部刘经理却表示不太清楚，他说大概是“商务中心”，并将建筑面积缩水为6万多平方米。
乌兰察布市规划局办公室负责人赵鹏告诉记者，这是综合办公楼，具体在此办公的有集宁区党政机关、城投公司、信访局和市档案局，记者请其提供占地面积和建筑面积的详细数据，赵鹏表示要请示领导后才能答复，领导目前不在。

马局长却把记者推到办公室主任处，需要先通过办公室他才能接受采访。当记者与办公室主任“交涉”完，仅仅几分钟，马局长的办公室房门紧锁，已经找不到人了。
事后经查询乌兰察布市发改委官方网站，马局长叫马玉峰，任能源局副局长，分管固定资产投资科。
法治周末记者又来到乌兰察布市住建委，在主任办公室，陈永杰主任安排工程科科长康焕忠接受采访。
康焕忠科长把新建的楼群叫作“集宁商务及科技文化中心”，所讲与规划局大致相同，但开始说市科技馆要入住，后来变成了市档案馆。康焕忠不拿任何文字材料，记者每问一个问题他都跑出去，然后回来再作答，当记者提出看项目的相关批文时，被告知“管文件的人已经走了”。
住建委对公交站牌“市政府”三字也不以为然：“那是公交公司的问题，站牌不等于地名。”
诚如规划局与住建委所说，项目名称是“商务科技文化中心”，但入住单位却为集宁区党政机关、城投公司、信访局和市档案馆，审批立项与实际用途已经南辕北辙了。
事实上，乌兰察布市现在的办公楼2004年才开始启用，各种硬件并不落伍，记者在楼内发现，许多房门关着，楼道里冷冷清清，即使有开门的，宽敞的房间内也只有一两个人办公，达不到必须扩大办公场所的程度。而且，同在一地，下级政府的办公条件远高于上级政府的事情似乎也不符合情理。
值得注意的是，记者两赴乌兰察布明察暗访，采访过10余个单位部门，除公交站牌让官员的解释有些尴尬外，记者竟未从官方看到关于此楼群身份的只字片文。即便施工单位，在其住所外墙贴满曾经完成的工程图片，其他项目都标有名称，唯独此项目是一幅无字效果图。
建楼巨资由谁出？
“这楼的规格档次太高了。”搞建筑项目的付同斌看到照片后对法治周末记者说。由于记者不懂建筑，便将拍摄的楼群内外照片传给付同斌，请他来估算一下造价。
等了一夜，付同斌传给记者一份估算表，内容包括建筑成本、装修成本、场地平整绿化等10项，总计金额7.8亿元。“我都是按最保守计算的，占地费用没有计算在内。”付先生说。
乌兰察布市住建委康焕忠科长给出的数字是3.9亿元，“这只是土建工程，不包括装修等费用”。对此，付同斌予以认可：“差不多，装修装饰规格高的往往超过土建费用。”
乌兰察布市发改委办公室主任曾告诉记者，这个项目绝对不是国家投资，是地方自筹资金的建设项目。
那么，这座“说不清楚”的楼群到底耗资几何？这笔巨资又是从何而来？乌兰察布市住建委康焕忠科长表示，承建方集宁区住建局应当清楚。
法治周末记者在一处公园内找到“隐藏”其中的集宁区住建局，局长副局长均不在，办公室主任告诉记者，其他人并不知情，只有副局长卢利俊抽调在这个项目上，他已经两年不在住建局办公了。
记者按照办公室主任提供的卢利俊手机号码拨打不接，但回短信说“正在开会”，记者发短信亮明身份和采访意图，卢未回短信，第二天打手机不接，也无短信回复。
乌兰察布市是一个经济欠发达地区，所辖的11个旗市区县中，有8个属于国家级贫困县(旗)，花费数亿元建造这样一座高档办公楼群是否值的和必要？民众又有什么样的看法？
“我看挺好，新市政府成为乌兰察布市的一大亮点，这两年市领导把市容市貌改观了不少，我们拉着客人走在大街上也感到骄傲。”出租车司机丁师傅对记者说。
但更多人表示，建造这样一个浩大的工程，劳民伤财，中看不中用，还不如把有限的资金用在发展地方经济和解决老百姓的实际困难上。
知情人士告诉法治周末记者，无论是什么“中心”，都是市政府拿区政府做挡箭牌，最终搬进去的一定是市政府。
