2013年5月，南昌市西湖区人民法院以受贿罪判处刘凤林有期徒刑10年。法院审理认为，在担任南昌市房管局副局长、调研员期间，刘凤林利用职务之便在办理房屋产权证、他项权证、房屋维修基金暂缓等方面为他人谋取利益，先后收受13人所送钱款，共计98.7456万元。
根据判决书显示，作为房管局官员，刘凤林的权钱交易可谓是进行得“轻而易举”，有的甚至只需一句话或一个电话就把事情“搞定”，之后便是坐等“收钱”。
为了了解刘凤林的腐败轨迹，主审法院向记者提供这名昔日“能人”的受贿清单。
在刘凤林的受贿清单中，大致可以分为两类，在为他人谋取的利益中有一部分属于行贿人的正当利益，但由于刘凤林的“官僚作风”，成为了“不给钱办不了”的事情。
据办案法官介绍，作为房管局副局长，来求刘凤林办事人比较多。同时，个别政府部门存在的衙门作风在刘凤林这里体现得淋漓尽致——许多该办的事不办，该快办的事不快办。在其信奉的“一朝权在手，便把钱来收”理念之下，刘凤林来者不拒，帮了忙便收下钱——“1万不嫌少，10万不怕多”：
2000年5月，三星房地产开发有限责任公司董事长陈桂林就办理三星大厦停车场和部分公用配套房产权证一事请刘凤林帮忙。事后，刘凤林收受5万元；
2002年，南昌市鸿达房产咨询有限公司法定代表人黄静等人购买了15套被批准出售的南昌市纪委收缴的违规房产。为感谢刘凤林的帮助办理产权证，黄静行贿3万元；
2003年，万寿宫商城的一些商铺户主欲办理抵押贷款，但由于缺少土地证，商铺办理其他项权证遭遇困难。为此，商城法定代表人吴有保请刘凤林帮忙，刘凤林为此先后收受4万元；
2004年，南昌市辉达产权经纪有限公司承接的房改房项目中的房屋维修基金暂缓审核遭阻。该公司股东胡涛请刘凤林帮忙，刘凤林为此收受贿赂3万元；
2004年，东湖区计划引进的麦当劳快餐项目选址在新龙基广场。麦当劳快餐提出租赁的店面必须有产权证，但新龙基广场尚未办理产权证。为加快办理产权证，2005年年初，开发商刘白之请刘凤林帮忙，由此行贿1万元；
2008年，南昌同创基业房地产开发有限公司开发的某小区由于建筑施工规划图标注存在问题，无法办理产权证。为答谢刘凤林协调办理产权证，房地产公司负责人行贿2万元；
2010年6月，为禁止民办白蚁防治单位承接白蚁预防项目，南昌市要求自2010年7月1日开始，房地产开发企业和建设施工单位必须与市房管局白蚁防治所签订白蚁防治协议。在刘凤林的签批下，南昌市洪发白蚁防治有限公司两个不能在2010年7月1日前完工的白蚁防治项目顺利备案。刘凤林受贿1万元。
此案主审法官对记者说，刘凤林并不满足于上述的“小打小闹”，一旦有挣大钱的机会便会紧紧抓住不放，哪怕损害国家利益，也会在所不惜。
2002年年底，刘凤林有意购买一套彼时售价每平方米3200元、面积183余平方米的房屋，便向金星物业有限公司经理周光如提出以每平方米2200的价格购买。为了今后顺利办理产权证等业务，周光如本人为刘凤林垫付了首付18万余元；
因上述楼盘某栋存在超规划面积问题，南昌市房管局产权处未办理此栋房产的产权证。为尽快办理产权证，金星物业有限公司负责人请刘凤林帮忙，行贿6万元；
2003年8月，由于尚未办理产权证，金山城大楼不能办理其他项权证。在刘凤林帮助下，大楼顺利办理到产权证、他项权证。为此，刘凤林累计收受5万元；
2005年，因不符合以历史遗留问题办理商品房产权证的相关规定，豫章商城大楼的有关负责人找到了刘凤林。事成之后，刘凤林累计收受7万元；
2005年11月，为使职工宿舍违规办理商品房产权证，时任青山湖区房管局局长熊衍龙(另案处理)找到刘凤林帮忙，刘凤林答应帮忙并收受熊衍龙所送的10万元。此后，刘凤林通过将青山湖区房管局报告提交局例会研究、向房改办及产权处有关人员打招呼等方式，帮助办理了上述房屋的商品房产权证；
2005年12月，熊衍龙再次找到刘凤林，请其为家人三栋不在南昌市同意按处理历史遗留问题办理商品房产权抄告单之列的农房办理商品房产权证。刘凤林为此收受10万元；
2006年，在刘凤林帮助下，魏丽华等房产中介手中多套不在南昌市同意按处理历史遗留问题办理商品房产权抄告单之列的农房办理了商品房产权证，共计收受贿赂20万元。
■沉思录
房产管理部门，作为腐败案件多发地之一，历来是打击、治理的重点。然而，在这种高压态势下，刘凤林仍敢频频“伸手”，足见其贪心之大。反腐倡廉，需要严厉惩治犯罪，同时也需要加强官员廉洁自律教育，毕竟，内因才是最重要的。
