1.供水、供气和电力部门要做好各自抢险应急预案，第一时间做好抢险工作；
2.水务部门要加强河道巡查，发现问题，要立即采取得力措施解决；
3.由市水务局牵头，在充分考虑除险加固、交通畅通、黄河兰州段综合治理、施工时限等因素的前提下，委托市水电设计院、市城建设计院共同配合，当天拿出抢险修复方案，当天进行审查复核。方案审定后，由市水务局负责，立即组织实施，力求尽可能减小城市正常运转的影响，在最短时限内实施完毕；
4.由市水务局负责，以本次垮塌河堤为重点，对黄河兰州段病险河堤进行认真排查，并组织市城建设计院、市水电设计院，将病险河段治理工程逐一纳入黄河兰州段河堤建设工程项目之一，上报国家水利部，争取一并列入项目内容；
5.由市交通局负责，立即停止黄河兰州段采砂船作业，消除因采砂造成对桥梁、河堤等方面潜在的隐患。今后，采砂计划必须经市防汛办和市水务局批准后方可实施；
6.由市财政局负责，及时拨付抢险资金，保证抢险工作顺利实施。
