  连夜抢险 险情得到有效控制

  据一名现场抢险工作人员介绍,28日晚,经过市政府和相关部门协调,抢险人员、大型挖掘机和工程车辆全部到位,为了确保施工期间不再出现险情,施工人员先用大型挖掘机对部分尚未垮塌的河堤进行清理,随后,又用沙土石块对存在危险的河堤进行加固。经过连夜抢修,险情已得到了有效控制。在未来两天内,他们将在河堤塌陷区域向黄河中央推出一个16米宽的工作平台,平台构成后才能开展河堤的维护工作。据推测,引发河堤塌陷的主要原因可能是因为河堤建成时间较为久远,加上近期黄河水位上涨,河水冲刷河堤底部的泥沙所致。

  尽管险情得到了有效控制,但还未完全解除。根据省市专家及相关部门共同会商意见,胥波副市长就做好下一步工作提出了如下意见:


  1.供水、供气和电力部门要做好各自抢险应急预案,第一时间做好抢险工作;


  2.水务部门要加强河道巡查,发现问题,要立即采取得力措施解决;


  3.由市水务局牵头,在充分考虑除险加固、交通畅通、黄河兰州段综合治理、施工时限等因素的前提下,委托市水电设计院、市城建设计院共同配合,当天拿出抢险修复方案,当天进行审查复核。方案审定后,由市水务局负责,立即组织实施,力求尽可能减小城市正常运转的影响,在最短时限内实施完毕;


  4.由市水务局负责,以本次垮塌河堤为重点,对黄河兰州段病险河堤进行认真排查,并组织市城建设计院、市水电设计院,将病险河段治理工程逐一纳入黄河兰州段河堤建设工程项目之一,上报国家水利部,争取一并列入项目内容;


  5.由市交通局负责,立即停止黄河兰州段采砂船作业,消除因采砂造成对桥梁、河堤等方面潜在的隐患。今后,采砂计划必须经市防汛办和市水务局批准后方可实施;


  6.由市财政局负责,及时拨付抢险资金,保证抢险工作顺利实施。
