会议认为,建立健全社会救助制度,事关困难群众基本生活和衣食冷暖,是一项保民生、促公平的托底性、基础性制度安排。建立与经济社会发展水平相适应,与其他社会保障制度相衔接,保基本、可持续的社会救助制度,编织一张兜住困难群众基本生活的安全网,确保网底不破,可以保障他们的基本生存权利和人格尊严,避免陷入生存窘境,防止冲击社会道德和心理底线,也能让人民群众消除后顾之忧、安心创业就业,这对于推进市场化改革,促进社会公正,使全体人民共享改革发展成果,具有重要意义。我国在社会救助方面已做了许多有益探索,取得了积极成效,但也存在保障不完善、落实不力、制度“碎片化”等问题。必须加大改革力度,完善相关体制机制,有针对性地破解难题,为社会救助工作提供强有力的制度保障。
会议决定,要以法治方式推进社会救助制度建设,立足国情、借鉴国际经验,抓紧把已有的成功做法上升为法规制度,坚持统筹城市和农村、兼顾当前和长远、政府救助与动员社会力量救助并举,突出重点、消除“盲点”,综合构建和完善包括最低生活保障、特困人员供养、受灾人员救助以及医疗、失业、义务教育、住房、临时救助等专项救助在内的社会救助体系基本框架,切实使困难群众“求助有门”、受助及时。一要统筹城乡居民最低生活保障制度。根据当地经济社会发展水平和物价变动情况适时调整最低生活保障标准。二要建立城乡特困人员供养制度,覆盖农村五保户和城市中类似人员。对无劳动能力、无生活来源且无近亲属的鳏寡孤独及重度残疾等特困人员,提供基本生活条件和必要的照料。三要健全自然灾害救助制度。根据灾害和应急响应级别,明确中央和地方责任,合理确定救助标准和期限,对基本生活受到严重影响的人员提供食住和医疗防疫等应急救助,对住房损毁严重的给予过渡性安置或资金、物资救助。四要注重做好“零就业”家庭的失业救助工作,为有劳动能力但未就业人员提供职业指导、介绍公益性就业岗位等公共就业服务。五要充分发挥社会力量作用。运用财政、税收、社会管理等方面政策措施,鼓励、引导和动员慈善组织、志愿者、企业等各方力量通过多种方式参与社会救助,共同为困难群众献爱心、伸援手。
会议强调,社会救助重在扶危济困、救急救难,既要尽力而为,又要量力而行;既要防止“漏助、错助、骗助”行为和救助不力的“冷漠病”,又要杜绝盲目攀比和“养懒汉”现象,确保使宝贵的社会救助资源真正用于需要救助的困难群众。各级政府要依法履责,增强工作透明度,及时公开资金、物资使用管理情况,接受社会监督。建立资源共享的信息平台,加强核查监管和相互衔接,提高救助工作科学性。对不依法履行救助职责,以及骗取、挪用、侵占救助款物等违法违规行为,要严肃查处,决不姑息。会议要求,各部门要加强配合,协调推进社会救助制度加快完善,使社会救助工作更加及时、透明、公正、有效,让广大困难群众得到社会救助的温暖和关怀。
