公开简历显示，现年53岁的廖少华，1982年毕业于西南交通大学铁道工程系铁道工程建筑专业，此后有11年在铁路系统履职经历，并在1997年升任中铁五局副局长兼南昆铁路指挥长、党委书记。
1999年至2001年年底，廖少华还担任贵州省水柏铁路有限责任公司董事、总经理一职。
水柏铁路是贵州省的第一条合资修建的地方铁路，投资主体为铁道部和贵州省，北起贵昆线上的六盘水站，南止于盘西文线的柏果站，全长119公里，其建设目的是开发六盘水煤炭资源。
水柏铁路于2002年6月全线投入运营。但投入营运后一直经营不善，两年后资产重组为贵州水红铁路有限责任公司。
廖少华仕途之路始于1997年，次年38岁的廖少华擢升贵州省计划委员会副主任，官至正厅级。此后廖仕途平顺，先后任六盘水市市长、黔东南苗族侗族自治州州委书记、贵州省委常委、遵义市委书记。其中，黔东南苗族侗族自治州州委书记的任期长达7年时间。
据贵州当地媒体报道，2005年8月，在廖少华调任黔东南州委书记之时，时任贵州省委组织部部长、现任国土资源部副部长的张少农，对廖少华在六盘水市三年零八个月的工作给予了高度评价和肯定。
而基于廖少华在遵义仅有一年的短暂工作经历观察，有分析人士认为，廖少华日前被中纪委调查的原因或源于在黔东南苗族侗族自治州担任州委书记期间。
事实上，今年以来，黔东南州已经有多名官员被纪检部门调查。5月20日，即原国家发改委副主任、能源局局长刘铁男因严重违纪被调查的第9天，黔东南州副州长洪金洲因涉嫌向前者行贿，以及在当地存在土地寻租的问题，被当地纪检部门调查，此后，黔东南州凯里市副市长陈鹏、市人大副主任王智、国土局局长欧阳昌亭以及多名地产商也相继被纪检部门带走调查。
尽管本报记者并未获知廖少华和洪金洲是否同属窝案，但2013年5月29日至7月29日，中央第六巡视组对贵州省进行巡视后，却反映出“在党风廉政建设方面，少数领导干部搞权钱交易；有些案件的处理上存在查处不及时、处理偏轻等问题；由于缺乏严格有效的监督制约措施，导致工程建设、矿产开发、土地出让等领域腐败案件易发多发”等问题。
在本轮中央十个巡视组公开的反馈信息中，仅贵州有如此明确指向与腐败问题有关的表述。对此，贵州省委书记赵克志在今年9月表示，要坚决贯彻落实中央巡视组反馈意见，与正在开展的群众路线教育实践活动结合起来，态度坚决、行动迅速、措施有力，确保两个月内见到明显成效。如今距中央巡视组结束巡视刚到两月，廖少华落马。
