28日，中央纪委和监察部官网发布消息，贵州省委常委、遵义市委书记廖少华涉嫌严重违纪违法，正接受组织调查。这是十八大之后，中纪委一连串“打老虎”的行动中第11个被调查的副省部级以上官员。
公开简历显示，廖少华1960年11月出生，四川遂宁人，是建国后到贵州进行铁路建设的工人的后代，即中铁五局的工人子弟。1982年从西南交通大学铁道工程系铁道工程建筑专业毕业后，廖少华回到铁五局，从见习生做起，十年间升至中铁五局三处副处长、高级工程师职位。
上世纪90年代初，国家修建西南交通大动脉南昆铁路。1993年开始，廖少华先后担任铁五局南昆铁路副指挥长，中铁五局副局长兼南昆铁路指挥长职务。“南昆铁路对当时的大西南十分重要。在南昆铁路上，廖的表现十分突出。”当地一位与该人士多次接触的政经人士告诉记者，1997年南昆铁路建成后，廖便被选拔任命为贵州省团委书记。“当时他才30多岁，真是年轻有为。”
在团省委书记任上仅9个月后，廖便转任贵州省计委副主任，并先后担任贵州省发展计划委副主任，六盘水市市长、黔东南州州委书记等职务；去年7月调任遵义市委书记，今年1月，担任贵州省委常委、遵义市委书记职务。
作为贵州第二城市，遵义经济总量和贵阳比较接近。作为贵阳之外、贵州省着力打造的经济发展新引擎，遵义市委书记进入贵州省委常委，也正凸显了遵义的经济社会地位。“以前也有遵义书记做省委常委的，但通常都是过渡，也就是升任常委后几个月就调到省里担任要职了，而廖升任常委后一直担任遵义书记，以后遵义书记进常委的格局也会比较稳定。”上述人士分析说。
该人士认为，廖少华出事，主要还是他在黔东南州当州委书记期间的事情，很可能跟黔东南州原副州长、凯里市原市长洪金洲案有关。今年5月，国家能源局原局长刘铁男因严重违纪被中纪委调查，洪金洲随即被牵出，洪曾因投资总额100亿元的中国国电集团公司清江电厂项目审批向刘铁男行贿100多万元。洪案发后，很可能牵出了廖。
从2005年7月到2012年7月份离开，廖少华在黔东南州担任州委书记长达7年。在此期间，也正是洪金洲仕途大踏步的时期，洪先后从凯里经济开发区工委副书记、管委会主任上升任黔东南州首府凯里市市长，去年2月又升任黔东南州副州长兼凯里市市长。
50岁的洪金洲是黔东南州镇远县人，自参加工作开始一直在黔东南地区，在当地积累了丰富的政治人脉资源，能做事、敢做事的洪金洲除了牵涉刘铁男一案外，在涉及拆迁、旧城改造、新区开发方面的问题更多，也一直被一些商人举报。
不过，廖少华留给周边人的印象还不错。黔东南州一位与廖少华有过接触的人士对《第一财经日报》记者表示，很震惊听到他被调查的消息。
前述当地政经人士曾与廖少华一起陪同省领导调研，在他的印象里，廖少华对工业、交通、工业化和城镇化同步发展都十分熟稔，业务能力很强，属于典型的专业干部出身的官员，而且年纪也不大。
年轻、业务能力强，平易近人，这样的干部落马，往往产生的震动更大。今年7月，贵州安顺市市长王术君因涉嫌违纪被查，1970年3月出生的王术君同样是业务能力强、年轻有为的官员，并且是当时最年轻的三个“70后”贵州省委委员之一。
