今日上午8:30，第十三届中国网络媒体论坛开幕式在郑州举行。本届论坛主题为“网聚正能量 共筑中国梦”，来自国家有关部门、重点新闻网站、主要商业网站和业内专家将共聚一堂，探讨中国网络媒体未来发展之路。国家互联网信息办公室主任兼国务院新闻办公室副主任鲁炜出席开幕式，以下为鲁炜讲话全文实录：
鲁炜：
尊敬的素萍部长，广智省长，尊敬的各位来宾，各位同事，同志们、朋友们，大家上午好！今天我们相聚在中原文化重镇郑州，举行第十三届中国网络媒体论坛，共商网络媒体发展大计。这是我们贯彻落实习近平总书记一系列重要讲话和全国宣传思想工作会议精神的实际行动，也是推动互联网健康发展的重要举措。在此，我谨代表国家互联网信息办公室，对论坛的举办表示热烈的祝贺！
中国网络媒体论坛作为业界具有重要影响力的年度盛会，至今已经走过十三个年头。十三年来，论坛在凝聚业界共识、加强学术研究、深化交流合作、推动创新发展等方面都发挥了积极而又重要的作用，已经成为网络媒体共谋发展的重要平台。历届论坛的主题和内容，不仅深刻反映着中国网络媒体的发展轨迹，也指引着未来的前进方向。
本次论坛以“网聚正能量，共筑中国梦”为主题，紧扣发展方向，把握时代脉搏，反映群众心声。对于网络内容建设来讲，正能量是总要求，中国梦是主旋律。网聚正能量，就是要紧紧围绕中国梦，用13亿中华儿女的共同期盼，最大限度地凝聚信念的能量、大爱的胸怀、忘我的精神、进取的锐气，让我们的网络空间充满雨露阳光；共筑中国梦，就要不断激发正能量、传递正能量、汇聚正能量，不断巩固党和人民团结奋斗的共同思想基础。
正能量，来自于人民群众，来自于人民对真善美的追求，来自于人民火热的生活，来自于人民生动的实践和伟大的创造。中国梦，是人民的梦，是人民对国家富强的憧憬，是人民对民族振兴的追求，是人民对个人幸福的向往。中国梦不是空洞的口号，不是遥不可及的目标，而是坚定的信念，是务实的行动，归根到底要靠亿万人民共同铸就。互联网作为新形势下党和政府联系群众的重要纽带、服务群众的重要平台，要把百姓寻梦的故事讲述出来，把百姓追梦的奋斗展示出来，把百姓圆梦的力量汇聚起来，这就是网聚正能量、共筑中国梦的根本要义。
我这里讲一个故事，这个故事昨天晚上网上有传播，但是还没有真正达到网聚的效果。中央电视台、光明日报等都有报道。讲的是湖南临澧县一对父子追梦的故事。这是一对农民父子。父亲叫沈克泉，儿子叫沈昌健。父亲在35年前偶然发现有三棵长势非常好的油菜花，他判断为很难得的育种材料，从此立下了梦想，把这三棵油菜花进行杂交培育，发誓不成功就不刮胡子，结果一直到去世还没有成功。弥留之际，父亲把儿子叫到床边，说“油菜花的梦想我们父子要共同地去奋斗，去实现。”儿子接过父亲的草帽，一头扎进田里进行科研，一家人砸锅卖铁、倾家荡产不放弃，35年追寻梦想，经过一千多次试验，写了23本油菜花的日记，终于培育出了产量高、油质好的优质油菜花，得到国内外专家的一致好评。这一对农民父子的追梦经历、追梦故事就是我们网聚正能量的典范案例，遗憾的是在网上还没有成为网聚正能量的力量。今天会议之后，我期待着主流媒体的网站、客户端、微博、微信都去湖南追寻这对父子，把他们寻梦的故事讲述出来，把他们追梦的奋斗展示出来，把他们圆梦的力量汇聚起来。我期待着，在中国大地上有千千万万的沈家父子这样的追梦故事在网上汇聚，这就是网聚正能量。
几个月以来，我们在网上大力开展中国梦主题宣传活动，大力推进保护公民合法权益、打击网络谣言等专项行动，各地各有关部门一起动手、齐抓共管，主流新闻网站率先带头、引领示范，重点商业网站紧密配合、积极呼应，广大网民踊跃参加、真诚互动。而今，网络空间雾霾渐散、晴空初现，得到社会各界的充分肯定。但是“行百里者半九十”，我们要继续发挥广大网民的主体作用，发挥网络媒体的带头作用，充分调动全社会的积极性、主动性、创造性，逐步让网络空间清朗起来。如何实现这一目标？我想要重点建设为民、文明、诚信、法治、安全、创新的网络空间。把这几个网络空间建好了，网络空间就清朗起来了。
一是为民的网络空间。网民来自群众，群众上了网，党的群众路线就要延伸到网上。服务好6亿网民，是新形势下走好群众路线的题中之义，也是建好网络空间的根本出发点和落脚点。要通过互联网听民意，充分尊重那些直截了当甚至有些尖锐的声音，真诚主动地问政于网民、问需于网民、问计于网民，推动政务信息公开，有效改变政令不畅的“堰塞湖”现象；要通过互联网集民智，从人民群众中汲取营养、获得力量，把人民群众的呼声融入党委政府的决策之中；要通过互联网惠民生，为人民群众提供更丰富、更快捷、更便利、更安全的信息服务，不断满足人民群众日益增长的精神文化需求；要通过互联网暖民心，坚持网上有互动、网下有行动，使群众的利益关切说了有人听、听了有人办，困难有人帮、问题有人管，更好地把党的主张和网民心声统一起来，让互联网真正成为党委政府了解群众、贴近群众、服务群众的新途径。
二是文明的网络空间。中华民族有着五千年文明史，素有“礼仪之邦”的美称。我们的祖先创造了灿烂的文化，形成了千年传承的道德标准和礼仪规范，不仅推动了人类社会的进步，也滋养了我们的民族根、孕育了我们的民族魂。“礼义廉耻、国之四维”，无论是对于国家、民族还是个人，无论是对于历史、现在还是未来，都要守住文明的根、文明的魂，都不能丢了世代传承的优良品质，这是我们这一代人的历史责任。在我们这个以文明著称的国度，如果网络空间充斥着低俗、色情、粗野、暴力，就会严重损害中华民族的良好形象，极大危害未成年人的身心健康，甚至会断送中华民族的千年文脉，毁掉我们的美好未来！我们要坚守“七条底线”，正如一位名为“道德网”的网友所言，“七条底线”不等于网络文明，与网络美德、人间美德的巍巍高山和辽阔大海相比，它们只是网络空间的地板、阶梯、道路和海平面，然而正是有了这些坚实的地基和阶梯，我们才能一步一个脚印地向着高山之巅顺利登攀。我们必须从今天做起，从我做起，在网络空间倡导文明风尚，弘扬社会主义先进文化，彰显真善美，鞭挞假恶丑，展示平凡人的善行义举，展示普通百姓的感人故事，展示当代中国的文明风貌，将网络空间建设成为崇德向善、文明有礼、温暖人心的精神家园。
三是诚信的网络空间。人无信不立，业无信不兴。没有诚信的网络是没有生命力的，不讲诚信的网络无异于“自毁长城”。当今世界，任何人都不愿生活在一个谎言泛滥、谣言四起的空间里。网络谣言等失信行为的存在，像病毒一样侵蚀着网络的肌体，成为人人痛恨的公害。如果不及时有效治理，就会导致“破窗效应”，就会在网络空间泛滥成灾，最终危害每一个人的切身利益。“己所不欲、勿施于人”，每一个网民都要把“诚信上网”作为行为准则，对自己的发声负责，自觉做到有“谣”不信、有“谣”不传、有“谣”共伐，让失信行为在网络空间如过街老鼠人人喊打。要团结网络名人、团结网络“大V”，鼓励他们发挥社会正能量，自觉承担社会责任，做到自尊自爱，切莫成为“大谣”。要大力弘扬诚信美德，强化“以守信为荣、以失信为耻”的价值导向，建立并完善网络空间的诚信体系，对于那些恶意制造、散布谣言的行为，坚决予以遏制，坚决予以打击，共同铸就诚信的网络空间。
四是法治的网络空间。网络空间是现实社会的延伸，网上的事都是网下人干的，网络空间不是“法外之地”，网民也不是“化外之民”，遵守法律是基本准则，底线不可逾越，一切触犯法律的行为都将受到惩治。我们越追求自由，就越需要秩序；我们越追求开放，就越需要法治。依法治理互联网，是世界各国的通行惯例和普遍共识，任何国家都不会纵容网络违法犯罪行为。最近“两高”出台了关于打击网络谣言等违法犯罪行为的司法解释，有力彰显了我们依法治网的坚定决心。我们要加快完善网络法律法规，坚决打击网络犯罪，特别是要大力铲除网络敲诈、侵害公民合法权益等“毒瘤”，加强网站自律和网民自律，营造风清气正的网络环境，让网络管理、网络运用、网络服务始终在法治的轨道上健康运行。
五是安全的网络空间。安全是互联网发展的前提和基础，没有安全，一切都无从谈起。当前，网络安全已成为国际社会的焦点问题，关注程度之高前所未有。中国是网络攻击的主要受害国，面临着严峻的网络安全挑战，黑客攻击、传播病毒、窃取信息、侵犯隐私等行为在中国网络空间暗流涌动，广大网民对信息安全的呼声十分强烈。我们要把安全作为网络空间的“生命线”，大力维护数据安全、技术安全、应用安全、渠道安全，加大技术攻关力度，完善安全防控体系，筑牢“堤坝”，把好“关口”，堵住“后门”。新技术的应用如同新车出库，要“配好刹车再上路”。在网络空间同样要尊重公民的隐私权，加大网上个人信息保护力度，提高公民信息安全意识，营造安全、稳定、可靠、有序的网络环境。
六是创新的网络空间。创新是互联网的基因，没有创新就没有互联网，没有创新就没有互联网的未来。放眼国际互联网发展，创新力决定传播力，传播力决定影响力，影响力决定竞争力。“不日新者必日退”，中国的网络媒体要坚持以理念创新为先导，以技术创新为支撑，以服务创新为重点，以传播创新为关键，以管理创新为保障，着力建设充满活力、富于创新的网络空间。理念创新，就是要以海纳百川的胸怀，积极借鉴国际先进经验，从我国国情出发，走出一条中国特色新媒体发展之路；技术创新，就是要勇立互联网科技发展潮头，大力推动自主创新，用更多的中国创造、民族品牌，抢占传播制高点、增强国际竞争力；服务创新，就是要从网民切身需求出发，拓展新兴业态，消除信息壁垒，填补信息鸿沟，提供更多专业化、个性化信息服务；传播创新，就是要把握互联网传播规律，用生动的故事吸引人、真挚的感情打动人、通俗的道理说服人；管理创新，就是要不断健全管理制度，创新管理体系，创新运营模式，壮大网络媒体的整体实力。
建设为民、文明、诚信、法治、安全、创新的网络空间，是一项迫在眉睫的重要使命，需要社会各界携起手来、合力共建。主流新闻网站和重点商业网站作为推动互联网事业健康发展的中坚力量，作为传播正能量的主力军，要充分发挥引领示范作用，做到“八个带头”：
一是带头把方向，就是要牢牢把握正确的政治方向。
二是带头抓管理，就是要始终坚持管得住是硬道理。
三是带头扬正气，就是要坚持传播正能量是总要求。
四是带头树新风，就是要大兴网络文明之风。
五是带头守法纪，就是要坚守法律法规底线。
六是带头探规律，就是要提升网络传播的有效性。
七是带头谋发展，就是要增强网络媒体核心竞争力。
八是带头建队伍，就是要建设一支忠于党和人民的强大队伍。
