韩胜高在上天院小学当了20多年的校长，他说，1992年时，村里人集资，每个人拿出30元，把过去的土坯房换成了现在的砖房。
“那时候只有一层。”韩胜高说，教室都是直接用砖头砌起来的，没有框架结构，也没有抗震柱，房子并不结实。1994年的时候，村里拨款，又在原来的房子上加盖了一层，成为现在的小二层。从那以后，上天院小学再没有盖过新房。
大约到2010年前后，东边二层楼的墙壁开始出现裂缝。“裂缝有铅笔那么粗，整天担心哪天就塌了。”韩胜高不敢再让学生在里面上课，便将楼封了起来。2013年7月前后，裂了缝的教学楼被拆除。

获15万元校舍改造资金，送2000元表示感谢
然而，学校旧貌换新颜的背后，却掩藏着一个秘密。
2012年12月18日，河南省孟津县人民法院以受贿罪、巨额财产来源不明罪，数罪并罚，判处河南省教育厅原审计处处长、财务处副处长冯哲有期徒刑15年。2013年3月15日，洛阳市中级人民法院对该案作出终审裁定，宣布维持原判。
从1997年10月开始，冯哲历任河南省教育厅财务处副处长、处长及审计处处长，主要负责地市教育经费的筹措，中央和省里下达的地、市专项资金的分配和管理，危房改造工程等。手握重权的冯哲，成为一些基层官员“跑资金”的对象，以求能够在拨付资金时受到关照和倾斜。
由河南省高级人民法院主办的河南法院裁判文书网，对该案一审判决书予以网上公示。判决书显示，经法院审理查明的诸多受贿情节中，“2010年11月春节前，为感谢冯哲为伊川县上天院小学拨付校舍改造资金提供的帮助，伊川县教育局局长王八×和副局长李十一×在省教育厅停车场送给冯哲现金2000元。”
“确实有这么个事。”韩胜高向中国青年报记者证实。
学校出现危房后，韩胜高把这个情况报告给了水寨镇中心学校，中心学校又报告给伊川县教育局，再由县教育局向省里报。
“后来省教育厅拨下来15万。”韩胜高说，加上之后又陆续到齐的，共54万元左右，新楼才得以建成。
“当时的想法就是，觉得让人家办事了，该请人家吃一顿饭。”韩胜高说，“那时候要个项目比较难，所以想请顿饭感谢一下。”
那么，如果不打点，改造资金是否就批不下来呢？
“那也不一定。”韩胜高说，之后资金的拨付都很顺利。
中国青年报记者了解到，判决书中提到的伊川县教育局局长王八×和副局长李十一×分别是王瑞卿和李校立。两人告诉中国青年报记者，在获得拨款之后，确实给冯哲送过2000元。但送钱一事并未对他俩造成影响，目前，王瑞卿和李校立仍担任原职。
李校立说，正常情况下，省里根据各县的情况，按指标分配，在年初就会完成对教育款项的拨付，不需要去争取。但上天院小学的校舍改造资金不在年初计划内，是额外要来的。
王瑞卿告诉记者，一次去省里开会时，偶然和其他县教育局的人讨论才知道，省里每年都会有一些结余资金，可以额外申请，并且，已经有一些县申请到了这个资金。
上天院小学的东楼已经裂缝变形，属于低级危房，急需进行改造。王瑞卿想，是不是能给上天院小学申请一点额外的危房改造资金呢？于是，抱着试一试的态度，王瑞卿跟冯哲说了上天院小学的困难，希望他能给想想办法。
“他当时说，那就回去写个申请吧。”2010年4月前后，上天院小学申请校舍改造资金的报告递上去了，到11月时，教育厅拨付了15万元。
王瑞卿说，原本自己就没报多大希望，心里也没底，“但没想到还真成了。”
李校立说，建新校舍的钱拨下来后，上天院村的村支书觉得这是替村里办了一件大好事，怎么着也要感谢一下人家，于是提出，自己掏2000元，代表个人表示感谢。
“我觉得领导对我们不错，该感谢感谢。”上天院村村支书周大欣告诉记者，学校出现危房已经很长时间，总怕学生会出事。所以，校舍改造资金批下来后，他个人拿了2000元交给学校，让学校去安排安排，请领导吃顿饭。周大欣说，不感谢“总觉得不对劲”。
然而，韩胜高却说，2000元并非村支书所出。“是学校出的，走的学校的账。”为此，学校财务还专门做了一下账。

“很内疚，是不应该发生的事”
韩胜高告诉记者，冯哲案牵出伊川县教育局送钱一事后，自己还去过郑州两次，接受法院的调查。河南省人民检察院成立的调查组，也曾到伊川县教育局了解情况。
王瑞卿回忆说，起初省检察院来调查，他们还不知道是因为什么事，对方只是说了解情况。
而伴随冯哲案一审判决书的公示，网上开始出现针对伊川县教育局送钱一事的指责。
“网上一炒，我们也觉得很不好意思，觉得自己办了一件错事。”王瑞卿说，在整个事件中，冯哲并没有主动索贿，而自己从内心来讲，也没有行贿的意思，就是觉得应该表示感谢。
“但现在回想起来，我们确确实实是做得不对，也算是一种违纪行为。”王瑞卿说，当时并没有考虑那么多，现在觉得“很内疚，是不应该发生的事。”
为上天院小学申请校舍改造资金，本来是一件好事，目的是想把学校建得更好，李校立说，但最后的方式方法用错了。
“其实很多事不一定非要去感谢。不是说非得提前去打点，人家才会给你立项、拨资金。”李校立说。
但事实上，在冯哲案中，类似伊川县教育局送钱“感谢”资金拨付的做法并不乏见。2011年春节前，鹤壁高中校长翟××为感谢冯哲给予鹤壁市高中的关注，到其办公室送给他4万元。2009-2011年间，焦作四中校长李一×为感谢拨付资金中的关照，分3次送给他现金34000元。2008年春节前，济源市教育局为感谢冯哲多年来对该市下拨危房改造资金中的关照，济源市教育局副局长原×到办公室送给他现金2000元。判决书中显示，冯哲向下级拨付资金时受贿事件达40余起。
然而，冯哲虽因受贿罪、巨额财产来源不明罪被判处有期徒刑15年，但伊川县涉及给其送钱的相关人员，却没有受到任何处分。中国青年报记者在向伊川县委宣传部、伊川县纪委了解情况时发现，相关部门甚至对该事毫不知情。此时，距离一审判决书在河南法院裁判文书网公示，已过去了近10个月。
伊川县纪委办公室主任康灵勋和审理室主任曹向玉向中国青年报记者表示，过去，在异地审判的案子，牵涉到本县人员的，都是在接到判决书后，对涉事人员进行查处。但冯哲案中，伊川县纪委并没有接到纸质判决书，不知道本县有人参与行贿，也就没有进行调查。
但王瑞卿告诉中国青年报记者，网上出现指责其行为的言论后，自己曾在一次陪县领导视察的过程中，在车上向主要领导汇报过此事，但领导当时并没有表态。
10月19日，伊川县纪委办公室主任康灵勋向中国青年报记者表示，伊川县纪委目前已成立调查组，就此事展开调查，调查和处理结果将及时向记者通报。
