  少数工作人员没耐心


  南京市政风行风监督组组长车亚平表示,通过前期明察暗访,发现人社局存在四大问题:


  一、少数服务人员缺乏耐心。窗口服务人员每天面对众多市民,重复回答相同问题,少数人员产生厌烦情绪,尤其是年轻同志。


  二、医保报销规定不够通俗易懂。医保报销分类过细,名目繁多,且报销标准因人而异,市民反映,对于政策规定和一些专业术语不易理解。


  三、人事档案代理不够便捷。人事档案管理不够人性化,如大学生毕业时未与用人单位签约,档案就得寄回原籍,被录用后再调入,手续繁杂。


  四、社保政策不断出台和调整,业务员来不及适应,市区间的社保系统互不联网,12333咨询热线和窗口工作人员回答客户提问时常会出现口径不一致的情况。

  南京市社保中心主任钱国荣向现代快报记者介绍,南京养老保险基金的抗风险能力还比较强。“现在一般通行的说法就是,基金的备付水平两个月以内是警戒线,我们目前的备付水平是12个月,也就是说,即使一分钱不征缴,也能支撑1年发放。”


  问:延迟退休是因养老金有缺口?

  对备受关注的延迟退休问题,朱志宏透露,南京也在高度关注这件事。人社部组织相关的研究机构在做研究,但是没有具体的方案。整个退休制度由国家统一来制定,南京按照国家统一规定执行。“实际上延迟退休,早几年在上海就开始试行了,只不过试行的是弹性延迟退休,个人自愿多工作一段时间继续缴纳养老保险,延迟一定年限以后自己再申请退休。”


  问:国家有延迟退休相关政策吗?


  答:人社部还在研究阶段,南京也在关注


  每年五六月,社区都会让退休人员做生存验证,如果不能及时证明还活着,就会停发养老金。老年人身体本来就一年不如一年,还要亲自去社区办这些事。如何省去老人这些烦心事?钱国荣表示,从以前年度审计中,不时发现养老金虚报冒领现象,因此南京根据国家规定,每年开展一次养老金的生存验证工作。考虑到老同志特殊情况,可以就近验证,去哪个社区都可以;对高龄行动不便的,可预约上门验证,也可委托子女带着户口簿和身份证到社区验证。以后,还将改进验证方式,比如参加社会化管理活动的、健康体检的,不要再去验证了。加强和公安、民政部门的信息共享,达到实时验证。

  钱国荣表示,内部有绩效考核办法,如果查实,对朱女士造成的来回奔波的费用,当事人、直接责任者应进行合理补偿。对推诿的人员,按规定其绩效考核,包括年底季度奖金发放等,都要挂起钩来。
